What is the High-Injury Network?

Arlington’s Vision Zero High-Injury Network (HIN) identifies streets within the county that have a relatively high concentration of injury and fatal crashes. The HIN designation elevates awareness and action on these roadways to address our most acute safety needs.

We update Arlington’s HIN on a three-year cycle. Arlington’s current, 2026-2028 HIN covers 51% of injury crashes on just 6.6% of roadways.

How does Arlington prioritize safety improvements on High-Injury Network corridors to achieve our Vision Zero goal?

Arlington prioritizes safety action on the HIN by:

  • Conducting in-person safety audits on each corridor to address immediate and long-term safety needs. View the HIN Safety Audits page to learn more.
  • Applying the HIN designation as a scoring criterion when evaluating locations for improvements.
  • Implementing corridor-wide systemic improvements to address common risk factors on the corridor.
  • Providing documented support for safety improvements on HIN corridors when collaborating on projects with other entities.
  • Conducting outreach like open houses, pop-ups, and campaign messaging on and near HIN corridors.

How are High-Injury Network corridors identified?

Arlington’s HIN corridors are determined using a crash data analysis methodology that calculates corridor crash rates by injury level. HIN corridors are updated every three years. View the tabs below to view the HIN and calculation methodology.

The 2026-2028 HIN covers 51% of injury crashes, 54% of pedestrian crashes, and 46% of bike crashes on just 6.6% of roadways.

The 2023 HIN identification methodology applied includes fatal, severe, and visible injury crashes.

The 2023 HIN used data from 2018-2022. The network covers 52% of all fatal, severe, or injury crashes in Arlington and 6.8% of all roadways.

The 2020 HIN used fatal, severe, and visible injury crash data from 2017-2019 to identify the corridors.

The 2020 High Injury Network represented just 7% of over 555 miles of roadway in Arlington County, but these corridors saw 78% of all serious or fatal crashes reviewed in our research.
