Kim Rucker

Treasurer

Kim Rucker began her career with the Arlington County Treasurer's Office in 1990. Over more than three decades of service, she earned a reputation for professionalism, innovation, and collaborative leadership, rising through the ranks from Assistant Deputy to Deputy, and ultimately Chief Deputy Treasurer – a position she assumed in 2014. In July of this year, Kim was appointed Treasurer.

Kim is a lifelong Arlington resident whose family has contributed more than 100 years of combined public service to the Arlington community. A graduate of Yorktown High School, Kim grew up in a family committed to serving Arlington; her mother worked in the Commonwealth’s Attorney’s Office, and her father was an Arlington County firefighter – the second of four generations of the family to serve in the department.

As a leader in the Treasurer’s Office Compliance Division for more than a decade, Kim became widely recognized throughout the Commonwealth for her expertise in revenue collection. With her leadership, Arlington County reduced its overall tax delinquency rate by 92 percent, reaching an exceptionally low rate of 0.16 percent. She also spearheaded the creation of the Court Collections Program serving Arlington County and the City of Falls Church, helping recover millions of dollars in delinquent court debt owed to the Commonwealth. The collection practices developed under her leadership have become a model for jurisdictions across Virginia and beyond.

Kim has consistently worked to strengthen collaboration across County government, serving on numerous interagency initiatives and working groups to improve services for the Arlington community. Her contributions have been recognized with multiple honors, including the Arlington County Manager's Excellence Award.

Committed to professional development, Kim earned the prestigious Master Governmental Deputy Treasurer certification through the University of Virginia's Weldon Cooper Center for Public Service, becoming one of Arlington's first deputy treasurers to receive the designation. She is also a graduate of Leadership Arlington's Class of 2019.

Beyond her professional accomplishments, Kim has dedicated countless hours to supporting Arlington's youth through volunteer service. She has been actively involved with Arlington Little League and Arlington Travel Baseball and has served as both President and Treasurer of the Yorktown Baseball Boosters, helping support student-athletes and strengthen the local community.

Kim's lifelong commitment to public service, fiscal stewardship, and community engagement continues to guide her work on behalf of Arlington residents.
