Step 1 – Apply

Apply for a LDA/SWM permit via Permit Arlington. Consult the Building and LDA Permit Quick Reference Guide.

Step 2 – Review

Review the Stormwater Pollution Prevention Plan (SWPPP) Minimum Acceptance Checklist(XLSX, 79KB).

Step 3 – Submit

Submit an erosion and sediment control plan(PDF, 165KB) for your project.

Submit a landscape conservation plan(PDF, 2MB).

Step 4 – Design

Design stormwater management for your project using the following resources:

The Land Disturbing Activities (LDA) typical inspection process includes key milestones and action items at each step of the way. See below for a flowchart and a narrative description of the process.

Land Disturbing Activity (LDA) Permit Typical Inspection Process, Narrative Guide for LDA Permit Holders 

LDA Permit Issuance to Start of Construction  

  1. LDA permit issued (with DEQ Construction General Permit / VAR10, if applicable) 
  2. Contact DES stormwater management (SWM) inspector on permit placard to request the preconstruction phase 1 meeting. Meeting date/time to be confirmed by inspector 
  3. Preconstruction Phase 1 meeting approval 
  4. Contact DES SWM inspector & DPR urban forester to request the preconstruction phase 2 meeting. Meeting date/time to be confirmed by SWM inspector 
  5. Preconstruction phase 2 meeting approval. 
  6. Obtain approval for start of construction from both SWM inspector & urban forester 
  7. Construction and LDA starts 

Start of Construction to LDA Permit Finalization & DES Approval for Certificate of Occupancy (Final/Master C of O)  

  1. Construction and LDA starts 
  2. Routine self SWPPP Inspections through ComplianceGo (by permit holder/RLD/qualified personnel) 
  3. Concurrent periodic regulatory compliance inspections (by Arlington County) 
  4. Submit request for the stormwater management (SWM) facility pre-installation meeting through Accela customer portal before installation of SWM facilities / post-construction BMPs. Meeting date/time to be confirmed by SWMF reviewer  
  5. Stormwater management (SWM) facility pre-installation meeting approval 
  6. LDA as-built plan submission, review, & approval for stormwater management (including CEP projects). If applicable, submission of Notice of Termination for the Construction General Permit / VAR10  
  7. Request/coordinate LDA & Residential DES C of O final through SWM inspector. Final and CO inspection date/time to be confirmed by inspector  
  8. LDA permit final inspection approval  
  9. LDA permit finalized & DES approval for certificate of occupancy (final/master C of O) 

Concurrent Process from Start of Construction to LDA Permit Final Inspection Approval  

  1. Construction and LDA starts 
  2. Obtain separate excavation (EXCV) and/or transportation (TREX or TROW) right-of-way permits 
  3. Contact DES infrastructure inspector on permit placard to request  
  4. EXCV, TREX, TROW permit inspection approvals 
  5. LDA permit final inspection approval  

Concurrent Process from LDA Permit Issuance to LDA Permit Finalization & DES Approval for Certificate of Occupancy (Final/Master C of O) 

  1. LDA Permit Issued 
  2. Separate/concurrent civil engineering plan (CEP) process 
  3. CEP as-built plan submission, review, and approval for public infrastructure improvements (stormwater management as-built submitted separately through LDA process) 
  4. LDA permit final inspection approval  
  5. Obtain Commercial DES C of O final through CEP coordinator 
  6. LDA permit finalized & DES approval for certificate of occupancy (final/master C of O)
