Adopted FY 2025 - FY 2034 Capital Improvement Plan

Summary

The Arlington County Board voted July 23, 2024, to adopt a $5.2 billion FY25-FY34 Capital Improvement Plan (CIP). The plan was informed by more than 3,100 community members who weighed in on their top priorities. The CIP is the County’s 10-year plan for building, maintaining, upgrading, or replacing County facilities and infrastructure.

The Capital Improvement Plan is prepared every two years, with any adopted general obligation bond referenda presented to voters in November of even-numbered years. The plan includes major infrastructure investments such as community facility infrastructure, environmental resiliency, parks, transportation, stormwater management, utilities, and more.

CIP Overview

On May 28, 2024, the County Manager presented his Proposed Capital Improvement Plan (CIP) for FY 2025 - FY 2034 to the Arlington County Board, guided by the following key principles:

  • Measured approach, while being mindful of impacts of debt service on operating budget and uncertain external pressures (e.g. inflation / interest rates)
  • Maintaining County’s Current Asset Inventory (e.g., facilities, trails and bridges, technology systems, and roofs)
  • Meet Regional, Legal, and Regulatory Obligations
  • Responding to Emerging Service Demands
  • Addressing Environment & Resiliency
  • Planning for the Future

Outlined below is information on the proposed FY 2025 - FY 2034 CIP, which provides a strategic approach for climate and environmental resiliency; responsiveness to evolving and emerging service demands from the community; honoring commitments from prior CIPs and making sure our infrastructure is in a state of good repair.
