Marriage Licenses

Beginning Sept. 8, 2020, the Circuit Court Clerk’s office resumed in-person marriage license applications BY APPOINTMENT ONLY. If you wish to submit a marriage license application to be completed in-person, you must pre-apply online. Please call the Clerk’s office if you have not been contacted within five (5) days of when you submitted the online application. At this time, the Clerk’s office is not offering virtual marriage license appointments. 

The Clerk of the Circuit Court’s Office issues marriage licenses. A couple may go to any circuit court in Virginia to obtain a marriage license. There are no residence requirements to obtain a marriage license in Virginia; however, the marriage must take place in the Commonwealth of Virginia.

Obtain a Marriage License

The Arlington Clerk’s Office issues marriage licenses Mon.-Fri. 8 a.m.-4 p.m. To obtain a marriage license, both parties must:

  • Be at least 18 years old, or an emancipated minor with a certified copy of emancipation order.
  • Present valid photo identification (U.S. driver’s license, passport, or Military I.D.)

The Court does not require blood tests or witnesses.

The marriage license must be used within 60 days of the issue date before it expires.

The license fee is $30. Pay by cash or credit card, Visa, MasterCard or Discover only. There is a 4% service charge of the total amount paid by credit card.

If you were previously married, you must present a copy of a court-issued Decree of Divorce to the Clerk’s Office before a marriage license will be issued. After a finalized divorce, there is no waiting period to get remarried.

Certified Copies of Marriage Licenses

Certified copies of marriage licenses issued by the Clerk of the Arlington County Circuit Court can be obtained though Vital Records. Express service is available via VitalChek. Additional fees apply. Customers may also send requests for certified copies to the Clerk’s office. Certified copies are $2.50 each. Requests for copies by mail must be sent to:

Requests for certified copies of a marriage license sent by mail must contain:

  • Full name of both spouses
  • Marriage date
  • Marriage location
  • $2.50 fee (per certified copy) by check or money order payable to “Clerk of the Circuit Court”. Please do not send cash through the mail.
  • A self-addressed stamped envelope

To expedite the processing of your mail request, please use our Arlington marriage license request form. Requests made through the mail are typically processed and returned in 7 – 10 business days.

Who Can Perform Marriages

The clergy, minister or other person performing the marriage must be authorized by a Circuit Court of the Commonwealth to celebrate the rites of matrimony.

The clergy, minister or other person officiating the marriage ceremony must complete and sign both forms of the marriage license and forward to the Clerk of the Court that issued the license within five days after the ceremony is performed.

A commemorative certificate of marriage may be prepared by the officiant and given to the newly wedded couple upon request.

Clergy, Minister & Celebrant Qualifications

Clergy or ministers requesting authorization to perform wedding ceremonies in Virginia may apply in-person at the Clerk of the Circuit Court’s Office, Mon.-Fri. 8 a.m.-4:00 p.m. or submit the following required documentation by mail to: Clerk of the Circuit Court, 1425 N. Courthouse Road, Suite 6700, Arlington, VA 22201. Applicants must provide:

  • Completed Petition and Order
  • Proof of ordination or a local minister's license (Online ordinations are not recognized pursuant to Cramer v. Commonwealth)
  • Proof of regular communion or other proof pursuant to VA Code § 20-23
  • Photo identification
  • Payment of $31 by cash or credit card (Visa, MasterCard or Discover only; if you pay by credit card, you must also pay a 4 percent service charge of the total amount paid)

Individuals that wish to perform a one-time civil ceremony in Virginia must obtain prior court authorization. To apply through the Arlington Circuit Court, the individual must be a resident of Arlington County or the City of Falls Church. Please see attached instructions for more information.

Civil Celebrants

The following Civil celebrants are available to officiate marriage ceremonies. Please contact the celebrant directly with questions regarding scheduling or availability. The celebrant may charge up to $75 for a ceremony pursuant to VA Code § 20-27.
