SUBJECT: Ordinance to (1) Amend and reenact a non-codified ordinance enacted at the July 16, 2022, County Board meeting establishing an interim rate, effective January 1, 2025, for County-owned electric vehicle charging stations (“County Stations”) to (i) repeal the interim rate, (ii) enact a new base fee for use of County Stations, (iii) establish a dwell time fee for County Stations, and (iv) authorize and direct the County Manager or the County Manager’s designee to update the base fee commensurate with changes in electricity costs in the Virginia Energy Purchasing Governmental Associations (VEPGA) rate schedule; and (2) Amend, reenact, and recodify Chapter 14.2 (Motor Vehicles and Traffic), Article I (Motor Vehicle Code), Division 2 (Regulation of Traffic), Subdivision C (Parking and Stopping on Highway) of the Arlington County Code (“County Code”), effective December 14, 2024, to include a new County Code Section 14.2-38.4 to (a) prohibit parking vehicles that are not in the process of charging in parking spaces clearly marked as reserved for charging plug-in electric motor vehicles and (b) establish a civil penalty of not more than $25.00 for violations of the new County Code Section 14.2-38.4.
