VICAP: Virginia Insurance Counseling and Assistance Program

 

The Virginia Insurance Counseling and Assistance Program (VICAP) provides services to Medicare beneficiaries and their families who are residents of Arlington and the City of Alexandria. Trained VICAP counselors provide confidential assistance to individuals in their area free of charge. Appointments are required.

Services include:

  • "New to Medicare" classes
  • Individual insurance counseling help to understand Medicare, Medigap, or managed care
  • Help resolving Medicare claims or billing problems
  • Assistance with filing for Medicare-related benefits
  • Assistance to persons age 60 and over when they need help in understanding Medicaid and long-term care insurance

INFORMATION FOR MEDICARE PARTICIPANTS

Medicare Advantage Disenrollment Period, January 1 – February 14

If you are in a MEDICARE ADVANTAGE PLAN (Medicare Part C), you have until February 14 each year to leave your plan and switch to Original Medicare (Parts A and B).  If you switch to Original Medicare during this period, you may join a MEDICARE PRESCRIPTION DRUG PLAN (Medicare Part D) to add drug coverage.  Your coverage will begin the first day of the month after the plan receives your enrollment form.

During this period, however, you may not switch from Original Medicare to a Medicare Advantage (MA) Plan; switch from one MA plan to another, switch from one Medicare Prescription Drug Plan to another; or join, switch, or drop a Medicare Medical Savings Account Plan.  If you are enrolled in a MA Private Fee for Service (PFFS) Plan with a stand-alone drug plan, you must keep your stand-alone prescription drug plan if you switch to Original Medicare during this period.

Your next opportunity to switch from one MA plan to another is during the Annual Enrollment Period (AEP), October 15 – December 7.  Your new coverage would begin January 1 of the next year.  During the AEP, you may also add, drop, or change Medicare prescription drug coverage, and change plans to join a Medicare Medical Savings Account.
