About the Project

This location was nominated for Neighborhood Complete Streets (NCS) funding consideration. It ranked highly on the scored list of nominated streets, with points awarded due to obstructions in the existing sidewalk and proximity to schools, transit and the Colombia Pike corridor. The Neighborhood Complete Streets Commission (NCSC) affirmed pursuance of a concept design and public engagement at its Feb. 27, 2023 meeting, and voted unanimously to recommend the project for approval at its June 26, 2023 Funding Hearing. The Arlington County Board approved the project at its July 2023 meeting.

Existing Conditions

  • Sidewalk on the east side of the street is obstructed by utility poles
  • Sidewalk on the west side of the street is obstructed by streetlights
  • There is on-street parking on both sides of the street

Final Concept Design

  • This concept constructs small grass and concrete bump outs on the west side of the street
  • The existing Carlyle-style streetlights are relocated to these bump outs
  • Provides 18 parking spaces (24 existing)

Public Process

Public engagement on this project began in May 2023, and will continue throughout the project cycle.

Concept Design Community Engagement

Two options were presented to provide an accessible, unobstructed sidewalk for people walking along this part of South Irving Street.

Concept 1

  • This concept constructs small grass and concrete bump outs on the west side of the street
  • The existing Carlyle-style streetlights are relocated to these bump outs
  • Provides 18 parking spaces (24 existing)
  • View concept plan

Concept 2

  • This concept relocates streetlights from the west side of the street to the east side of the street
  • The streetlights will be be relocated to the existing utility poles on the east side of the street, in most cases
  • The streetlight style will be changed from the existing Carlyle-style streetlights to the Cobra-style streetlights
  • Provides 24 parking spaces (24 existing)

Following a period of public engagement, the preferred concept was developed, retaining the Carlyle lights on the street, consistent with feedback received through the process.

Funding

The preliminary cost estimate for this project is $522,000, though this may be revised through the design process and as more detailed information becomes available. The Neighborhood Complete Streets program is funded through the Capital Improvement Plan (CIP).
