Additional Contact
Optional person or business account that can be added to a permit in order to stay informed on permit status and communications.

- Can request renewal of an expired permit.
- Can make payment for a permit.
- Can schedule inspections for a permit.

|
Applicant
Primary point of contact for the permit application process.
May also be the Permit Holder.
|
- Can create and manage the application, upload plans and submit required revisions or corrections.
- Can request to cancel an in-progress application, but not an already-issued permit.
|
|
Contractor
Professional performing the permitted work.
May also be the Applicant. If the Contractor is the Applicant but not the Permit Holder, a notarized affidavit is required.
May also be the Permit Holder.

- Must meet specific licensing criteria (specialty / class), depending on scope of work.
|
|
Delegate
Optional person or business account that can be added to an account and perform designated functions on a permit.
|
- By default, a Delegate can view all records.
- A Delegate may also receive the ability to create applications, renew records, manage inspections, manage documents and make payments.
- Permissions can be set by category and/or permit type.

|
Mechanic's Lien Agent (MLA)
An MLA is a specially designated person or entity (often an attorney, title company or agent) appointed by a Property Owner to receive preliminary notices from contractors and suppliers.
|
- Act as the central contact point for legal notices to protect a Property Owner from hidden, unexpected mechanic's liens.
|
|
Occupant
Any person who physically occupies or uses a building or space.
|
|
|
Onsite Contact
Individual identified on a permit application as the primary point of contact.
|
- Must be physically present at the permitted sites and available during the permitted activity or work.
|
|
Permit Holder
Once the permit is issued, the Permit Holder owns the rights to the permit and any approved associated plan set.
|
- Can request cancellation or transfer of an issued permit or an in-progress application.
- Responsible for the work being done, including: meeting permit conditions, ensuring work follows all regulations and the approved plan set.
- Others may apply on the Permit Holder's behalf, but the Permit Holder remains the responsible party.

Property Owner
Owner of the property where the permitted work will occur.
May also be the Applicant and/or Permit Holder.
If the Property Owner made arrangements with a Contractor to perform work, we strongly suggest that the Contractor is identified on the permit application as the Permit Holder. Learn more about a Permit Authorization Affidavit.

- Can request cancellation of a permit associated with their address.
|
|
Registered Design Professional (RDP)
Licensed architect, professional engineer, landscape architect, land surveyor or certified interior designer.
When required, Permit Arlington assumes documents are prepared by licensed professionals and integrated with Department of Professional and Occupational Regulation records to validate licensure.
May also be the Permit Holder.

- Prepare and seal plans, calculations and technical documents when required by the Virginia Uniform Statewide Building Code (VUSBC) or County policy. If plans have been drawn by an RDP, those plans must be sealed.
- Provide professional certifications and affidavits.
- Serve as the responsible design professional for code compliance.

Tenant
Person, business or organization that leases and occupies a defined tenant space (residential or commercial) for an approved use.
May be the Property Owner and/or Permit Holder.
