Community Planning, Housing and Development (CPHD) – What We Do

The Department of Community Planning, Housing and Development (CPHD) is comprised of six divisions – Planning, Housing, Neighborhood Services, Zoning, Inspection Services, and Business Operations. The dedicated staff in these divisions work hard to envision, plan, maintain, and ensure the safety of Arlington’s built environment, while providing a world-class place to live, work, play and learn for our residents, customers and partners. CPHD staff have the experience, professionalism and expertise  to work with our customers and partners to support projects and programs that meet the needs and priorities of the community.

Our award-winning Planning Division plays a key role in guiding and regulating growth and development. They carefully study the potential impacts of new development and use a planning approach that incorporates smart growth principles, urban design, and extensive community involvement.

Our dedicated Housing Division offers services and programs to ensure Arlington remains a vibrant community with individuals from all backgrounds. A comprehensive approach to meeting housing needs is vital for economic sustainability, diversity, and quality of life.

Neighborhood Services

Our Neighborhood Services Division (NSD) reinforces our commitment to healthy and vibrant neighborhoods, working to actively involve residents in civic and neighborhood affairs. These services coordinate the County’s various neighborhood preservation and improvement programs.

Our fully-accredited, award-winning Inspection Services Division (ISD) consists of four teams that work with Arlington citizens and developers to build and maintain property throughout the County. These teams include Code Enforcement, Field Inspections, Permit Administration, and Plan Review.

Our Zoning Division provides a vital service to County residents through the interpretation and application of the County’s Zoning Ordinance. The division is composed of three teams – Counter Services, Plan Review, and Zoning Enforcement.

As CPHD’s only internally-focused staff, the Business Operations Division (BOD) works directly with the five CPHD divisions to provide resources and support in the areas of Human Resources, Information Technology and Budget.
