April 2025 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on several items at its Regular and Recessed County Board Meetings. The Regular meeting will be held on Saturday, April 5, 2025, at 9:30 a.m., and the Recessed Meeting on Wednesday, April 9, 2025, at 1:30 p.m.  

Due to a burst pipe that damaged the County Board room, these meetings will be held at the Central Library Auditorium, at 1015 N Quincy St, Arlington, VA 22201. These meetings are open to the public. Please visit the County website for information on speaking at a County Board Meeting.

Comment on Agenda Items and Speak at the Meeting
Please send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.  

If you wish to comment during the Public Comment period at the start of the Regular Hearing or on a Regular Public Hearing item, please register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.- 5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

Saturday, April 5, 2025 – Regular County Board Meeting  

Item 21 - Hotel Pentagon, 2480 South Glebe Road
The County Board will consider several applications related to the Hotel Pentagon site at 2480 South Glebe Road that would facilitate the construction of up to 531 residential units. If approved, these applications would:  

  1. Amend the General Land Use Plan (GLUP) to change the land use designation for approximately 1.44 acres from “Service Industry” to “Medium” Residential;
  2. Amend the Master Transportation Plan (MTP) Map to add new segments of South Garfield Street, 25th Court South, and a new street named South Fillmore Court in the vicinity of the site; and,
  3. Amend the Site Plan (SP #111) to allow construction of up to 531 residential units, with modifications for additional density, lot area per unit, lot coverage, reduced residential parking ratios, required loading spaces, density exclusions, and other necessary development modifications. 

The above actions would advance several key County goals and objectives, such as:  

  • Affordable housing: Providing seven on-site Committed Affordable Units (CAF). CAFs at 60% of the Area Median Income (AMI) and the base affordable housing contribution (choice of $2,004,471 or approximately 10 on-site units, 15 off-site nearby units, or 20 off-site units), advancing the goals and objectives of the Affordable Housing Master Plan.  

  • Transportation improvements: Providing street, streetscape, and transit infrastructure improvements on South Glebe Road and 24th Road South; constructing a new street and street segments; and, dedicating a public street easement in the future to allow for an inter-parcel connection to the property to the west, consistent with the goals of the 4MRV Area Plan and the Master Transportation Plan.  

  • Public space improvements: Providing an approximately 10,311 sf public use and access easement; installing and maintaining landscaping and pedestrian improvements within the privately-owned public space, consistent with the recommendations of the 4MRV Area Plan and the Public Spaces Master Plan.  

  • Sustainable design: Achieving LEED Gold certification and compliance with the Green Building Incentive Program (GBIP) (0.25 FAR level), supporting the sustainability goals of the Community Energy Plan. 

Item 22 – King Street Vehicle Establishment Use Permit
The County Board will consider approving a use permit request (UPER24-00034) to consolidate four land parcels, located at 4715, 4707, and 4701 King Street and 5049 Chesterfield Road, to redevelop the subject site with a new vehicle service establishment. This establishment will include a gas station, a convenience store (Royal Farms) and a restaurant. If adopted, this use permit will include a County Board review scheduled for April 2026. 

Wednesday, April 9, 2025 – Recessed County Board Meeting  

The Recessed Meeting will begin at 1:30 p.m. with a closed session, followed by reports from the Board and County Manager no earlier than 3:30 p.m. Agenda items will be heard no earlier than 6 p.m.  

Items 23 - FY 2026 Operating Budget
The County Board will adopt the Fiscal Year 2026 Budget and set the Calendar Year 2025 real estate property tax rate and other tax rates and fees. The public budget process began in December 2024, with the Board's Budget Direction to the County Manager, and included a series of public work sessions, virtual and pop-up public engagement, and public hearings on the Proposed Budget and the advertised Tax Rates and fees.   

The County Manager’s $1.69 billion Proposed Budget aims to address an estimated $25 million gap for FY 2026, recommending nearly $13 million in funding cuts to programs and services, including the elimination of 45 positions. It also included an increase in the meals tax rate from 4% to 5%, which has not changed since 1991, along with increased fees across many service areas.  

At its February 25 Recessed Meeting, the Arlington County Board voted to advertise a real estate tax rate of $1.043 per $100 of assessed value, a 1-cent increase from calendar year 2024. This additional increase was advertised to provide additional flexibility in this budget process amid the backdrop of federal uncertainty and its potential impact on the County’s budget and demand for services. If adopted, this tax rate would result in a real estate tax payment increase of $397.46 based on the average home value of $854,900. By law, the Board can adopt a tax rate no higher than the advertised rate, although it may adopt a lower rate.   

No further public comment will be heard on this item, as public hearings were held on March 25 (on the proposed Budget) and March 27 (on the proposed tax rates and fees). The FY 2026 Proposed Budget, Budget Summaries, and additional resources can be viewed on the County Manager's Budget Webpage.

Public Hearings 
The Board will hold a public hearing no earlier than 6:00 p.m. and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items have been considered.
