The Treasurer's Office collects payments for the County including Department of Environmental Services (DES) bills for water-sewer-refuse utilities. The Treasurer's Office uses the CAPP online system, which is linked to the DES customer portal. Best to be signed up for both and not have to deal with the U.S. Postal Service.

Customer Assessment and Payment Portal (CAPP)
Pay utilities and parking tickets, receive e-bill notifications, file taxes. (Operated by County Treasurer's Office)
- For quick access without logging in, use the "Make a Payment" link on the CAPP website.
- Then, select "Utilities (Water & Sewer)" from the list of bill types.
Note: In CAPP, the utilities account number format requires all 13 digits (listed on your utility bill statement), without spaces or dashes.

Customer Self-Service (CSS) Portal
View payments and water use history; order mulch, brush service with the Customer Self-Service (CSS) Portal (Department of Environmental Services).
