The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.

THE FOLLOWING CASE TO BE HEARD BY PLANNING COMMISSION AND COUNTY BOARD:

SP# 76 Arlington Hotel Holdings, Inc. for a site plan amendment to allow the conversion of approximately 187 hotel units to approximately 180 residential units in the RA-H zoning district under ACZO §7.1, §7.4, §15.5. Property is approximately 100,000 sq. ft.; located at 1200 N. Courthouse Road (RPC# 18-003-531). The proposed density is approximately 180 dwelling units. Modifications of zoning ordinance requirements include: reduced parking, increased compact parking, increased lot coverage, and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “Medium” Residential.

N-FBC-11 Amendments to the Arlington County Zoning Ordinance Article 11.2 Section 902 “CPN-FBC” Columbia Pike Neighborhoods Form Based Code Districts (Appendix B) to adjust the Area Median Income (AMI) limit for required affordable home ownership units from 60% of AMI to new limits ranging up to 80% of AMI and up to 100% of AMI, to extend the affordability term for such units from 30 years to the life and use of the unit as a residential dwelling, to stipulate standards for condominium conversion of affordable rental units which would require the owner to provide a minimum of 60 days’ notice to the County prior to the conversion and demonstrate that the affordable rental units originally approved under the CPN-FBC shall remain affordable in compliance with the CPN-FBC or that they will be offered for sale to qualifying home buyers subject to County Board approval, and other editorial changes to improve clarity.

THE FOLLOWING CASES TO BE HEARD BY COUNTY BOARD ONLY:

SUBJECT: Encroachment of: 1) A portion of an underground electric vault into: a) the right of way for North Nash Street and a public street and utilities easement along the east side of North Nash Street; 2) a residential canopy feature into a public street and utilities easement along the east side of North Nash Street; 3) three raised planters and steps located in the right of way near the southeast corner of the intersection of North Nash Street and Lee Highway; 3) landscape walls located in the right of way near the southwest corner of Lee Highway and North Fort Myer Drive; 4) bay windows located in an easement for public street purposes and public utilities along the western side of North Fort Myer Drive; and 5) a hotel canopy feature located in an easement for public street purposes and public utilities along the western side of North Fort Myer Drive, all related to an approved amendment to Site Plan #79, the Rosslyn Holiday Inn, RPC #s 16-022-003, 16-022-004 and RPC 16-015-100, with conditions.

SITE PLAN AMENDMENTS:

SP# 46 Jefferson Apartment Group to amend the required streetscape on North Quincy Street in the C-O-A zoning district under ACZO § 15.5. Property is approximately 26,000 sq. ft.; located at 4000 Fairfax Dr (RPC# 14-045-003). Modifications of zoning ordinance requirements include: other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP “Coordinated Mixed-Use Development District”, Ballston Sector Plan.

SP# 79 Rosslyn Syndicate, LC (c/o DIttmar Company) to reallocate 37,141 sf of hotel GFA and 936 sf of retail GFA as residential GFA as well as facilitate phased construction of the project, in the C-O-Rosslyn, Mixed Use Rosslyn District under ACZO § 7.1, § 7.15, & § 15.5. Property is approximately 78,918 sq. ft.; located at 1900 Fort Myer Drive and 20th Street N. (RPC# 16-022-004; – 003; 16-015-100). The proposed density is 9.94 FAR. Modifications of zoning ordinance requirements include modifications as necessary to achieve the proposed development plan. SP# 443 Central United Methodist Church (Ballston Station) to amend Conditions #2, #3, and #42, to allow an extension of the site plan approval and to amend the unit mix income levels for affordable housing, in the R-C zoning district under ACZO §7.3 & §15.5. Property is approximately 32,629 sq. ft.; located at 4201 N. Fairfax Drive (RPC# 14-024-017). Modifications of Zoning Ordinance requirements include any other modifications as necessary to achieve the proposed development plan. SP# 450 Mill Creek Residential Trust Investments LLC to amend timing of permit issuance to facilitate relocation of a storm sewer within an easement in the C-O-2.5 zoning district under ACZO §7.1, §7.12 & §15.5. Property is approximately 75,187 sq. ft.; located at 3421, 3415, & 3411 Washington Blvd., & 1122 N. Kirkwood Road (RPC# 15-086-006, -005, -002, -001, -025). SP167-U-20-1 JBG Smith for a temporary contractors’ storage and staging yard in the C-O-1.5 zoning district under ACZO §7.1, §7.11, §15.4. Property is approximately 452,457 sq. ft.; located on Service Road (RPC# 34-020-243, 34-020-244, 34-020-263, 34-027-035). Applicable Policies: GLUP: “Low” Office-Apartment-Hotel and Public; Crystal City Coordinated Redevelopment District.

SP244-U-20-1 12th Street Apartments L/CAL LLC for an off-site contractors’ storage and staging yard in the C-O-2.5 zoning district under ACZO §7.12 & §12.10. Property is approximately 60,000 sq. ft.; located at 400 11th Street S (RPC# 35-003-437). Applicable Policies: GLUP Office Apartment Hotel Use “High”.

U-2992-00-1 Mary Edmonson and Michael Ross for the construction of a rear porch and stairs on an associated Unified Residential Development (URD) (formerly the Robert Morris owned properties) in the R-6 zoning district ACZO §5.1.2, §5.6, §10.1 & §15.4.
