Join the Arlington County Digital Equity Initiative and Housing& for a virtual event at the intersection of housing and digital inclusion. In celebration of Digital Inclusion Week and Affordable Housing Month, this forum brings together a dynamic group of affordable housing developers and service providers exploring technology through the lens of housing, equity, and community development.  

We’ll kick things off with a panel of housing developers who will share various strategies to bring quality, affordable internet connectivity into their projects – from in-unit WiFi to creative financing models and innovative partnerships. Hear about the challenges they face and the impact these efforts are making in residents’ lives.  

Next, we’ll spotlight digital inclusion programs that go far beyond access. In a series of presentations, technology service providers will share how they’re helping residents gain digital skills, confidence, and opportunities – turning access into empowerment.  

Whether you’re in housing, tech, community services, or local government, this event offers valuable insight into how we can work together to ensure every household is connected with the tools and knowledge they need. 

Speakers

Marquan Jackson, True Ground Housing Partners

MarquanJackson_crop.jpgMarquan is the Vice President of Resident Services at True Ground Housing Partners. He oversees programs and services for more than 5,700 residents who live in 24 rental communities across the DC region. Under his leadership, Marquan expanded the resident services team five-fold and established several innovative programs that provide comprehensive and holistic support to residents, including several digital inclusion efforts.

Melanie Ficke, Affordable Homes & Communities (AHC)

Melanie-Ficke.jpg Melanie is a Program Manager in the Resident Services Division at Affordable Homes & Communities (AHC). She leads AHC’s Digital Equity initiatives, driving innovation and access across the division’s cornerstones: Wellness, Economic Mobility, Community Engagement, and Education. Her work spans all 23 Arlington communities and AHC’s 55 properties across the region. A seasoned Social Worker with over 15 years in nonprofit leadership, Melanie brings a deep commitment to equity, inclusion, and community empowerment.

Donna Walker James, Computer CORE

DonnaWalkerJames.jpg Donna is the Executive Director of Computer CORE, a 26-year-old nonprofit dedicated to closing the digital divide by offering free computer skills training and refurbished computers to adults. In addition to CORE’s online classes, a team of Digital Navigators provides hands-on support at community sites, ensuring adults can build the skills and confidence needed to thrive in today’s digital world.

Brian Moran, Boolean Girl

BranMoran.jpg Brian is the Executive Director and a co-founder of Boolean Girl, a nonprofit with a mission to improve diversity in Tech. Prior to his work at Boolean Girl, he worked in a variety of technology start-ups including co-founding STOP LLC, a highly successful startup that he led from product launch to acquisition.

Howard Solodky, Alliance for Arlington Senior Programs

HowardSolodky.jpg Howard is a Board Member of the Alliance for Arlington Senior Programs, a nonprofit that works in partnership with Arlington’s Department of Parks and Recreation 55+ program to help the senior population maintain an active and healthy lifestyle.  Howard oversees the Alliance’s Internet Access for Arlington Seniors program that provides low-income seniors in Arlington with free laptops and computer training. 

Lou August, Wilderness Technology Alliance (WildTech)

LouAugust.png Lou was born and raised in Detroit, Michigan and the founder and CEO of a successful West Coast high tech firm, where he witnessed the unfolding of the digital divide. In 1992 he built a technology camp for at-risk youth on Mount Rainier - this became the Wilderness Technology Alliance (WildTech), where he currently serves as its Executive Director. Lou also served as the Senior Advisor of Technology for Development (ICT4D) at Save the Children and World Vision.

Holly Hartell, Arlington County Department of Technology Services

Holly-Hartell.jpg Holly has served as Arlington County’s Chief Information Officer and Director of the Department of Technology Services (DTS) since August 2025. In these roles, she oversees the County’s information technology (IT) services and IT operations teams to ensure a safe and secure online environment. Her portfolio includes overseeing the County’s telecommunications, infrastructure, data privacy, cybersecurity, enterprise applications, customer experience, digital services, web services, and emerging technologies.

Holly joined Arlington County Government in 2006 as a technology consultant, where she led the successful financial implementation of PRISM, the County’s integrated financial and human resources platform. She managed PRISM operations for six years, ensuring its stability and effectiveness, before transitioning to broader technology roles.

Most recently, she served as the Assistant Chief Information Officer for Strategic Initiatives in DTS. In that role, she was responsible for aligning technology investments with the strategic direction of the County and to expand and improve government services for the public. During her time with Arlington, her work has been pivotal in advancing digital equity and exploring Smart City and Smart Community opportunities.

Courtney Battle, Housing& (Moderator)

Courtney-Battle-ED.png Courtney Battle is the Executive Director of Housing&. Housing&’s growing network of members includes a wide variety of real estate and community development professionals in the Capital Region (Baltimore, Washington, and Richmond) who share the mission of creating more equitable outcomes through the vehicle of affordable housing. Courtney believes that relationships are one of life’s cornerstones, and cultivating a strong network of changemakers who are transforming communities is vital to addressing the inequities that create barriers to opportunity.

Courtney joined the organization in October 2016 as Membership Manager and was promoted to Membership Director in July 2019. In these capacities, she was responsible for the recruitment, management, and engagement of members; launching and administering the association management system for 1,000+ members and 400+ prospective members; implementing the organization’s marketing and communications initiatives (including the website, social media, e-blasts sent to 10,000+ inboxes, annual marketing materials, blog posts, and the annual fundraiser digital program book distributed to 1,000+ attendees); the planning and execution of 40+ training and capacity building events each year; overseeing activities of the committee supporting the emerging leader member segment; and supporting the Executive Director in special projects.

In July 2021, Courtney was promoted to Director of Strategic Partnerships & Membership. In this role she led a wide range of projects designed to scale Housing&’s reach across the region and increase the organization’s ability to build its members’ capacity. These included, but are not limited to, relationship building and strengthening; fundraising activities; assessing member needs that can be translated to programming and/or advocacy initiatives; serving as an ambassador for the organization in external events and media interviews; overseeing membership functions; and leading marketing and communications strategy.

Jennifer Skow, Arlington County Digital Equity Initiative (Moderator)

JenniferSkow.jpg Jennifer is a Strategic Project Planner for Arlington County and leads the Digital Equity Initiative that launched in October 2024. The Initiative provides central planning and coordination across the County to ensure all residents have access to the tools and skills needed to thrive in our tech-driven world. In this inaugural year, Jennifer organized a coalition of 30+ members, issued $500,000 in digital-equity specific grants, and organized trainings to support both residents and nonprofit capacity.
