JUNE 17, 2026, UPDATE: The Board now plans to select an external research partner in July and receive the partner’s initial report in October and a final report in November. What is BSaP? 

At the December 17, 2025 Carryover County Board meeting, an alternative motion was made by Board member Julius D. “JD” Spain, Sr. and was seconded by Board member Susan Cunningham, to commit the Board to a series of initial efforts between December 2025 and the July 2026 Board meeting to examine Arlington's Board structure and performance (BSaP). This motion was adopted unanimously, and the Board designated Board members Spain, Sr and Cunningham as County Board liaisons to this process. 

The Board has since followed this timeline and is progressing through the following steps:  

  • A legal review of the County’s current form of government under Virginia Law and government structures used in other counties and cities;   

  • Engaging with non-partisan external research partner(s) to analyze the history of the current Arlington Government structure;   

  • Identifying, no later than March 15, the financial resources and procurement process to support this external research;   

  • Engaging with the Arlington School Board and the Arlington Electoral Board on this process; and  

  • Reporting back at the July 2026 Board meeting on findings to date and next steps. 

Timeline, Progress, and Updates

June 2026 - Updates to the Full BSaP Timeline

 

At the June 17, 2026, County Board Recessed Meeting, shared an update on its Board Structure and Performance (BSaP) project timeline. The County Attorney also shared a brief update on his office's legal research on this topic, which is now complete and will be shared next month (watch here).

The Board now plans to select an external research partner in July and receive the partner’s initial report in October and a final report in November. The Board expects to share an update and potential next steps in December. All other tasks remain on schedule.

Later in this meeting, the County Manager’s Office also shared the findings from the Community Resident Satisfaction Survey (watch here) which will help inform this process.

May 2026 - Extension of Procurement Timeline for Research Partners

UPDATE: The Board has extended the deadline to receive research partner proposals has been extended to June 12th, Friday, at 5PM. 

The following other deadlines have also been extended: 

  • Responses to Additional Questions Shared: Tuesday, June 2nd by 5:00 PM
  • Proposals Due: Friday, June 12th at 5:00 PM

These changes will impact the timeline of the overall project. An update will be provided to the public at the June 2026 Board meeting. 

April 2026 - Seeking Proposals for Independent, Non-Partisan Research

At the April 22, 2026, County Board Recessed Meeting, the Clerk to the County Board announced that the Board is seeking proposals for the development of an independent, non-partisan research effort examining the history, structure, and performance of Arlington County’s current form of government. This research is intended to provide background analysis and context to inform future Board deliberations. The scope of work is available here(PDF, 113KB).

At a high level, the anticipated scope of work includes:

  • Historical and structural analysis of Arlington’s form of government and governance framework
  •  Synthesis of relevant existing records, archival materials, and prior work products
  • Identification of key concepts, themes, and questions that may warrant future consideration

Consistent with the Board’s direction, this scope excludes policy level recommendations, legal analysis, advocacy, or independent community engagement, and will rely on existing materials rather than new data collection.

The County is accepting proposals from institutional research partners (such as universities or similar organizations) and intends to proceed with an agreement through a Memorandum of Understanding.

*MAY 1, 2026, UPDATE: The Board has extended its search for proposals on the development of independent, non-partisan research for this effort. The following changes have been made to the related deadlines:*

  • Questions on this initiative and scope of work will be now accepted through 5:00 PM on Thursday, May 7th.
  • Responses to questions will now be shared no later than 5:00 PM on Tuesday, May 12th.
  • The Board will now accept proposals through 5:00 PM on Tuesday, May 19th.

No proposals will be accepted or evaluated after this date and time. Proposals and questions must be sent to mkushnir@arlingtonva.us, with a copy to countyboard@arlingtonva.us. Only responses from Mason Kushnir are considered valid for this request. Any direct contact with the County Board is strongly prohibited during this process.

Winter 2025 - Project Initiation

At the November 15, 2025 Regular County Board Meeting, the Arlington County Board shared a draft proposed charter to create an Advisory Panel that will examine Arlington County's current form of government. The Board voted to continue discussion on this topic to the proceeding Board meeting, to provide more time for feedback and consideration. 

After reviewing additional input and hearing additional public testimony, at the December 17, 2025 Carryover County Board meeting, an alternative motion was made by Board member Julius D. “JD” Spain, Sr. and was seconded by Board member Susan Cunningham.  This motion committed the Board to a series of initial efforts between December 2025 and the July 2026 Board meeting regarding this topic and was adopted unanimously.

Details and a timeline on the next steps associated with this effort, now called “Examination of Arlington’s County Board Structure and Performance”, are available here. In addition to designating Board members Spain, Sr and Cunningham as County Board liaisons to this process, the initial efforts include, but are not limited to:  

  • A legal review of the County’s current form of government under Virginia Law and government structures used in other counties and cities;   

  • Engaging with non-partisan external research partner(s) to analyze the history of the current Arlington Government structure;
