2013 CAR TAX - MOVED? SOLD YOUR CAR? - Is Your Vehicle Information Up To Date? 

The 2013 Vehicle Personal Property Tax bills will go into the mail in early August. If you have moved, or if the status of any of your vehicles has changed (sold, donated, etc), and you have not yet reported it, please do so now,so that your tax bill will be correct. To report changes to our office, please do one of the following:

Log into your Customer Assessment and Payment Portal (CAPP) account and take care of everything online.

If you do not already have a CAPP account, go to https://capp.arlingtonva.us, register for CAPP, and take care of everything online.

Phone our office at 703-228-3135 to report any changes to a tax assessor.

E-mail changes to us at vehicle@arlingtonva.us .

Visit us at 2100 Clarendon Boulevard, Suite 218, to report any changes. Our office is open 8 am-5 pm, Monday-Friday

2013 VEHICLE PERSONAL PROPERTY TAX formulas have been established:

The 2013 tax rate is $5.00 per $100 of assessed value. Vehicles are assessed for the number of months they are located in Arlington County.

For 2013, qualifying conventional fuel vehicles will receive 100% tax relief on the first $3,000 of the vehicle's value and 27% tax relief on the next $17,000 of the vehicle's value, from $3,001 - $20,000. The portion of a qualifying vehicle’s assessed value over $20,000 is not tax exempt. 

For 2013, qualifying vehicles specially adapted to transport individuals with disabilities will receive tax relief in the following way: The first $3,000 in annual assessed value is fully subsidized by the State; the next $17,000 in annual assessed value, from $3,001 - $20,000, is subsidized at 50%; annual assessed value above $20,000 is not subsidized.

Whether a vehicle qualifies for this tax relief will be determined by the Commissioner of Revenue and her staff based on the following criteria:

  • The vehicle must be a passenger car, motorcycle, pickup truck, or panel truck
  • The vehicle must have a registered gross weight of less than 7,501 pounds
  • The vehicle must be owned by an individual, or leased by an individual under a contract requiring the individual to pay the tax
  • The vehicle must be used no more than 50% of the time for business purposes
  • The vehicle must be specially equipped and/or modified to provide transportation for physically disabled individuals

For 2013, qualifying clean fuel vehicles will receive 100% tax relief on the first $3,000 of the vehicle's value and 50% tax relief on the next $17,000 of the vehicle's value, from $3,001 - $20,000. The portion of a qualifying vehicle’s assessed value over $20,000 is not tax exempt.

What is the Customer Assessment and Payment Portal (CAPP)?

The Customer Assessment and Payment Portal (CAPP) is a new portal website that allows all Arlington taxpayers to file, pay, and monitor their accounts.  Businesses and citizens will have full access to view the status of all their accounts, perform routine transactions, update account information, and review account history – all at the citizen’s own convenience, online, in a secure environment.

Need to pay your tax bills, your utility bill, a parking ticket?        Do it through your CAPP account. 

Bought a car, sold a car, have a new email address?        Handle it all through your CAPP account. 

Want to sign up for Billpayer Notification Service or the Automated Bank Debit Program?        Available through your CAPP account. 

Want to review your Arlington tax assessment or payment history?        It’s there in your CAPP account. 

Need to file your business account returns or review information with your accountant?        Yep! Do it through your CAPP account.

$100 Out-of-State License Plate Annual Fee

Beginning April 2008, owners of vehicles garaged in Arlington but displaying out-of-state license plates will be assessed a $100 annual fee.  For more information and frequently asked questions click here .

In late 2009, the office of the Commissioner of Revenue began processing Trade Name Registrations in the Business Division, Suite 208, 2100 Clarendon Boulevard.
