Wilson Boulevard from North Kenmore Street to 10th Street North, and 10th Street North between North Jackson Street and North Ivy Street

About the Project

This project will implement sidewalk and utility improvements on Wilson Boulevard between North Kenmore Street and 10^th Street North, and on 10^th Street North between North Jackson Street and North Ivy Street.

Remove utility poles from sidewalks, bury and upgrade utilities below the road, and upgrade signals and streetlights
Widen sidewalks within the project limits to match improvements already completed west of North Kenmore Street
Remove the slip lane on Wilson Boulevard approaching 10th Street North, and on 10th Street North turning left onto Wilson Boulevard to improve predictability and reduce confusion between drivers and pedestrians

Earlier phases of the project completed improvements on Wilson Boulevard between North Kenmore Street and North Quincy Street.

Project Phases

The Wilson Boulevard project has several phases that were completed in past years. The current Phase III East reached final design in the spring of 2025. The design includes a utility undergrounding project that will bury utility lines in this area. Design work will be completed upon procurement of easements in the project area, which will make way subsequent phases of the project.

Project Background

Improvements to Wilson Boulevard were identified in the Virginia Square Sector Plan, adopted by the County Board in 2002.

Public Process

The project team engaged with the community throughout the planning process in various phases of the project.

Project Town Hall - Spring 2026

On Wednesday, June 3, the project team held an online town hall to share information about the project's context, goals, and what to expect during construction.

Previous Engagements

Updates have been presented to the Lyon Village, Lyon Park, Ashton Heights and Clarendon Courthouse civic associations since 2011, and notification updates were provided throughout the design process.

Staff provided an update at the Ashton Heights Civic Association meeting in January 2018.

Project updates will continue to be provided to residents and the business community.
