About the Project
The New Park at South Eads Street and Army Navy Drive (formerly known as the “Teardrop Parcel” areas) is an area for public space development, per County Board designation in October 2019. The New Park is located adjacent to the Altaire residential development and 400 11th Street South, Verizon Site development and bisected by 11th Street South in the Crystal City neighborhood. It is walking distance from both the Pentagon City and Crystal City Metro Stations and is located close to other modes of public transportation. The New Park is also at walking distance to Metropolitan Park, Long Bridge Park and Virginia Highlands Park.
About the Process
Public Engagement
Sept. 30- Oct. 14: The first engagement opportunity consisted of an online presentation (video/ slides) and opportunity to provide thoughts related to current use of the site and visions for its future. Community comments helped inform draft design concepts.
Dec. 28- Jan. 15: The second engagement opportunity shared details about three draft concepts (video/ slides) with an opportunity to provide thoughts about desired elements and features. Community comments are helping refine a final draft design.
Mar. 17- Mar. 31: For the third engagement opportunity, community members were invited to learn about new design updates (video/ slides) that were informed by community comments and share feedback on the final draft design. See community comments here.
June 15, 2021: The draft Park Master Plan (PMP) and Design Guidelines for the New Park at Army Navy Drive and South Eads Street project was approved by the County Board.
March 25-April 8, 2022: The latest engagement was released on March 25, 2022 and closed on April 8, 2022. This included a video and engagement form. Thank you for your input. These Community comments are informing the final design.
June 1, 2022: During the Park Master Plan engagement three potential names were identified for this new park: Teardrop Park, Canal Park and Pentagon Park. At the Historic Affairs and Landmark Review Board (HALRB), a community member suggested the name “Arlington Junction Park," naming it for the trolley station and transfer junction that existed near there in the early 1900s. Recommendations have been made for the final name by the Neighborhood Conservation Advisory Committee (NCAC) and the HALRB; Teardrop Park and Arlington Junction Park, respectively. A final recommendation for County Board review will be made by the Park and Recreation Commission in July.
Aug. 3, 2022: At the July 26 Parks and Recreation Commission meeting, the commission voted to support the proposed name “Arlington Junction Park.” Staff will be taking the proposed name to the County Board for a vote in October.”
January 23, 2023 Update: On Saturday, January 21, 2023, the County Board adopted an amendment to the General Land Use Plan (GLUP) to change the land use designation for the public space, a rezoning, South Eads Street abandonment, vacation, and resubdivision, as well as a new park name to “Arlington Junction Park”.
