About the Program
Arlington County, in partnership with EcoAction, is offering residents point-of-sale vouchers toward the purchase of an electric bike (e-bike) from a participating bike shop. This program supports the County’s Community Energy Plan (CEP) by incentivizing residents to adopt lower-emissions transportation options and reduce travel via single-occupancy vehicles. You can read more about the CEP here. The program is funded by an Energy Efficiency and Conservation Block Grant (EECBG) from the Department of Energy.
The County plans to distribute approximately 250 vouchers to Arlington residents, ranging in value from $600 - $1,650. The program offers two types of e-bike vouchers – Standard and Enhanced. Enhanced E-Bike Vouchers are also paired with a voucher toward the purchase of an e-bike lock.

Frequently Asked Questions (FAQs)
What is an e-bike?
An e-bike is a bicycle that has a battery-powered motor that assists with powering the bike. E-bikes are grouped into three categories: Class 1, 2 and 3. Class 1 e-bikes have motors that only provide assistance when the rider is pedaling and have a top speed of 20 mph. Class 2 e-bikes have throttles that can power the bike without pedaling and have a top speed of 20 mph. Class 3 e-bikes are pedal-assist only and have top speeds of 28 mph.
What kind of e-bikes can I purchase with an e-bike voucher?
Voucher recipients can purchase a Class 1, 2, or 3 e-bike or adaptive e-bike that is certified to the ANSI/CAN/UL 2272 Standard for Electrical Systems for Personal Mobility Devices or ANSI/CAN/UL 2849 Standard for Safety for Electrical Systems for e-Bikes. The bike shop staff can help you decide which type of e-bike is best for your needs.
How do I know if I qualify for an e-bike voucher?

Where can I redeem my e-bike voucher?
You can redeem your voucher at a participating bike shop. See the list of participating bike shops above.
How long are vouchers valid?
After receiving the voucher, you will have 45 days to redeem it at a participating bike shop.
Can I use a voucher retroactively?
No. Vouchers may only be applied to purchases that occur on or after the date the voucher was issued. The voucher must be redeemed at the point of sale.
What if my e-bike costs less than the value of my e-bike voucher?
If the retail price of the e-bike or lock is less than the value of the voucher, the unused funds will be returned to the program to issue vouchers to additional applicants.
Can I apply my e-bike voucher toward other purchases?
No. Unused funds cannot be used toward any other purchase. Unused funds will be returned to the program to issue vouchers to additional applicants.
How do I charge my e-bike?
Every e-bike is different, so you should always follow the e-bike manufacturer’s charging recommendations and use the charger supplied or recommended by the e-bike manufacturer. You can charge your e-bike at home with a standard electrical outlet or anywhere an electrical outlet is available.

How do I store my e-bike?
Generally, you should generally store your e-bike in a dry, cool place where it won’t be exposed to the elements. For safety, it is best to store the battery separately from the e-bike.
