Carbon Neutral Transportation Master Plan
In 2022, the County launched a cross-departmental effort to define the Carbon Neutral Transportation Master Plan (CNTMP) that interfaces with and is closely related to at least three other transportation planning efforts in the County: the Master Transportation Plan (MTP), Transit Strategic Plan (TSP) and ART Zero-Emission Bus (ZEB) Feasibility Study. The CNTMP was developed through a collaborative process with County government departments and other stakeholders to develop a set of goals, objectives and key initiatives to support the County’s carbon neutral transportation future.

The CNTMP 5-Year Action Program will stand alone, but its actions, policies and programs will be incorporated into the Community Energy Plan's (CEP) Carbon Roadmap for Years 3 -5 and the subsequent Roadmap updates, including for Years 5 - 10 for implementation.

Overview of the CNTMP goals, objectives and key initiatives
Goal 1: Reduce reliance on single‑occupant vehicles (SOVs).
To support this goal, the County aims to improve multimodal transportation access, shift behavior through education, and increase the use of alternative transportation modes.

This includes right‑sizing the fleet, transitioning to zero‑emission vehicles, and building the charging infrastructure to support them.

- Medium/heavy‑duty vehicles: continue reviewing feasibility and market evolution
- Initiative 3.2.2: Explore grants and incentives to support EV acquisition for County and APS fleets.
