Green Building Incentive Policy - Implementation Process Overview

Arlington County's Green Building Incentive Policy will be implemented as follows for site plan projects: 

  1. A LEED AP, EarthCraft Technical Advisor, or Living Future Accredited professional is preferred but not required for ILFI Zero Carbon.
  2. At the time of the 4.1 site plan submission, the applicant will submit the appropriate green building documentation, along with the site plan application. 
  3. The site plan application will be subject to the site plan review process and community engagement. If the County Manager's Office supports the site plan application, it will include appropriate site plan condition language requiring the applicable green building components. 
  4. After approval by the County Board, the designated professional on the project team will submit the required reports and supporting documentation for each applicable permit submission stage. Permits will  not be issued unless approved green building components are included. 
  5. The applicable green building certification application will be submitted to the respective organization, and County Staff will be added as a 'project team' member in the project's profile. 
  6. As part of the permitting process, staff will complete a site visit at the First Partial Certificate of Occupancy. Additional site visits will be accommodated as requested by staff. 
  7. If during construction, the developer is unable to include required green building components, or if it is found that the developer failed to include these components, then the County will pursue enforcement.
  8. The financial security bond(s) will be returned to the developer after confirmation of green building certification achievement.
