Steps to compliance
- Confirm access to existing ENERGY STAR Portfolio Manager account or establish a new account.
- Share your ENERGY STAR Portfolio Manager account with Arlington County through the Portfolio Manager portal.
- Collect monthly whole-building utility data from all energy sources for a given calendar year.
- Upload monthly whole-building utility data to Portfolio Manager for a given calendar year by the annual reporting deadline.

How to Request Energy Data from Utilities
The energy utilities that serve Northern Virginia can provide aggregated energy use data to account for whole-building usage, without needing to collect data from each building tenant. Building owners or managers in Arlington County can request aggregated energy use data from Dominion Energy and Washington Gas.
- Washington Gas provides “automated” benchmarking. With the permission of the property owner, they will automatically pull aggregated gas usage data into the Portfolio Manager reporting platform.
- Dominion Energy does not support an automated benchmarking system established, but they will provide aggregated data which property managers can then enter in Portfolio Manager manually.
