A Special Event permit (street closure) is issued for the temporary closure of one or more streets to conduct a special event that has been pre-approved by the County’s Special Events Committee and issued a Special Event permit.

Submission Requirements
Special event applications must be submitted at least 90 days prior to the event date. Incomplete or late applications may delay or impact the review/approval process. Applications submitted less than 90 days in advance or with insufficient time as determined by the Special Events Committee could be at risk of denial.
After submitting your Special Event application, the Arlington County Police Department (ACPD) Special Operations committee officer should be contacted if a street closure is requested or deemed necessary. The Special Operations committee officer will review and discuss the details of the requested street closure and coordinate with other committee members to enhance safety and access for the event. Contact information for committee members will be provided once the Special events application is received.
The DES Transportation Engineering and Operations (TE&O) Special Event committee team will initiate and process your TROW (Transportation Right of Way) permit application once the details of the street closure are received from the Police Department.
Once the permit has been approved by TE&O, you will receive an email with an invoice. This invoice details street closures, parking restrictions, and barrel deployment locations. A link will also be included in the email to submit payment for the TROW permit.
Fees
Full payment of associated Special Event fees is required prior to permit issuance. Permit fees will be invoiced along with a link to the online payment portal. Fees must be paid online using the linked Permit Arlington portal. To access Permit Arlington to pay online, you must use the same email address you used to create your Special Event account. Online payment via eCheck or credit card is available. Once confirmation of the payment has been received, applicants will receive the Special Event TROW permit in a subsequent email.

The Department of Environmental Services (DES) Fee Schedule provides the range of fees for Special Event TROW permits. Listed fees include the permit fee, the cost of parking meters, barrels, temporary parking signs and the cost of equipment on the street for mobile vending operations.
