Cindy Lewin, Chair

Cindy Lewin has chaired C2E2 since spring 2024. She also served as board chair of Conservation Nation and is currently on the board and executive committee of the Student Conservation Association. She previously served as senior vice president and general counsel at the National Wildlife Federation, also holding similar roles at AARP and Volunteers of America and serving as interim CEO of Whitman-Walker Health System. As an attorney specializing in nonprofit law and governance, she chaired the Nonprofit Organizations practice group at the law firm of Venable LLP. In her private practice, she has represented a number of environmental organizations, including the World Wildlife Fund and Nature Conservancy. Lewin has won numerous awards, including receiving the Career Achievement Award from the Association of Corporate Counsel-National Capital Region. She was the first general counsel chosen to participate in the Baldrige Executive Fellow program. Lewin is a graduate of Wellesley College and Yale Law School.

Elizabeth Whitney

Elizabeth K. Whitney is an energy policy advocate, attorney, and enthusiast with twenty years’ experience in and around the federal government.Ms. Whitney has managed the boutique government relations firm Meguire Whitney since 2017, building on six years at its predecessor firm, Morgan Meguire. As a lobbyist, she has represented clients in meetings with Congress, the Commodity Futures Trading Commission, EPA, DOE, and FERC, as well as participated on clients’ behalf in coalitions. Under her leadership, Meguire Whitney has been named a Top Performing Lobbying Firm by Bloomberg Government for four years running and was named to GovBiz Review’s Top 10 Lobbying Firms in 2024.

On Capitol Hill, Ms. Whitney was the Senior Legislative Assistant to Rep. Bart Gordon (D-TN), then-Chairman of the House Science Committee and a senior member of the House Energy and Commerce Committee. She advised Chairman Gordon on energy and environmental issues and worked closely with Science Committee staff on energy and environment initiatives. In addition, she managed appropriations, budget and tax issues, financial services, and transportation for Chairman Gordon, and served as his liaison to the centrist Blue Dog Coalition. She came to Capitol Hill in 2007 as an aide to Rep. Zack Space (D-OH), handling appropriations and transportation, among other issues. She was a co-founder of the Women’s Congressional Staff Association, for which she was named “Congressional Staffer of the Year” along with her co-founders by Women in Government Relations. Prior to her time on Capitol Hill, she was a Government Affairs Associate at the American Public Works Association. There, she managed a federal grant from the U.S. EPA educating water utilities on environmental management practices. She began her career at the University of Michigan’s state government relations office.

Ms. Whitney holds a B.A. in Communication from Muhlenberg College (2004), an M.A. in Political Management from George Washington University (2008), and a J.D. from Georgetown University Law Center (2015).She is a member of the Maryland State Bar and a three-time recipient of the Bryce Harlow Fellowship, awarded to students working full-time who show strong promise and a commitment to ethics in lobbying. Ms. Whitney lives in Arlington, VA with her husband and four children. In 2023, she was appointed to the Arlington County Commission on Climate Change, Energy & the Environment and was named Chair of the Commission’s Energy Committee in 2025.

Henry Perillo

Henry Perillo is an Arlington County Resident of three years and has experience at the federal level implementing sustainability principles, advancing climate policy, and building workforce scientific literacy. When he is not working on environmental issues, he enjoys outdoor activities, competitive swimming, playing the piano, and reading. He is a certified LEED Green Associate and has two degrees in Environmental science--a Master's from Trinity College Dublin and a Bachelor's from the University of Notre Dame.

Joseph Trivette

Joseph Trivette is an experienced sustainability and policy professional specializing in corporate reporting, climate risk and impact, and ESG strategy. His work primarily focuses on supporting real estate companies and financial institutions as they navigate evolving climate-related regulations, disclosures, and risk management. He brings extensive experience leading and conducting corporate greenhouse gas (GHG) emission inventories, as well as local government operations (LGO) and community-scale inventories. This work helps organizations align regulatory readiness with long-term strategic and fiduciary goals. Additionally, Joseph has led nation-wide initiatives to increase consumer awareness of climate risks and to deliver billions of dollars in green financing products to mitigate the physical and transition risks faced by everyday Americans. He currently works for a leading mortgage finance company in Northern Virginia. 

Joseph was appointed to the Arlington County Commission on Climate Change, Energy & the Environment (C2E2) in February 2024. Outside of C2E2, Joseph serves on the Board of the Washington, D.C. Chapter of the Miami University Alumni Association and as Vice Chair of the Advisory Board to the First Miami Student Federal Credit Union. In his free time, he enjoys following the latest developments in energy policy. Joseph holds a Bachelor of Arts in Political Science and a Master of Environmental Science from Miami University in Oxford, Ohio.

Liliana Diaz

Dr. Liliana Diaz is an international energy economics and policy expert who provides strategic advisory services and actionable solutions for companies, investors, and governments as they address climate change and navigate the transition to a zero-carbon economy. She has held senior leadership and expert roles at various economic and management consulting firms in North America. Her notable positions include climate and biodiversity practice leader at APCO Worldwide, principal and senior expert at McKinsey–Vivid Economics, and managing director at FTI Consulting. As a seasoned strategy and economics consultant, she brings economic and commercial expertise in the energy and climate space with a focus in decarbonization strategies, levers, and technologies as well as energy and environmental policy frameworks and regulations. An innovative thinker, problem solver, and avid learner, Liliana deploys her expertise to advise clients on complex technical, economic, policy, regulatory, and political issues across global energy and environmental markets. Dr. Diaz holds a Ph.D. in International Economics and Energy Policy (with honors) and MA in International Economics (with distinction) from The Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University and a BA in Finance and International Affairs from Universidad Externado in Colombia. Liliana is fluent in English and Spanish and proficient in Portuguese.

Lisa Marcellus

Rob Sandoli

Rob Sandoli is a senior energy and sustainability professional with 25+ years of leadership experience across Federal agencies, including the U.S. Department of Energy (DOE), the U.S. Department of State, and the White House Office of Management and Budget (OMB). He has led national and international initiatives that deployed cutting-edge technologies and shaped climate and energy policy at scale. Most recently, he served as the Deputy Director of the Integrated Strategies Office in DOE's Office of Energy Efficiency and Renewable Energy (EERE), where he focused on facilitating equitable clean energy transitions for communities, providing strategic guidance on decarbonization analyses, and fostering international collaboration on energy efficiency policies and programs. Among other DOE positions, he also served as the Director of EERE’s International Program, unlocking $300M+ of investment in clean energy development in emerging economies through targeted technical assistance. At the State Department, he served as Deputy Special Advisor for Alternative Energy, focusing on renewable energy finance and international cooperation on bioenergy development in Latin America. As a program examiner at OMB, he oversaw a $2B portfolio of clean energy programs, helped to design and manage new clean energy initiatives, and guided the implementation of sustainability directives across all major Federal agencies. His experience also includes positions as a professional staff member in the U.S. Congress and as an environmental scientist at a large consulting firm. He holds degrees from Rutgers University (BS), Cornell University (MS), and the University of Maryland (MPP).

Scott Brideau

Scott Brideau is a Director of Sustainability and Regeneration at Little Diversified Architectural Consulting, where he helps lead firmwide efforts to advance sustainability, resilience, and regenerative practice. In this role, he is part of a multidisciplinary team dedicated to aligning sustainability with Little’s core mission and values while advancing the strategic growth and development of the firm’s sustainability practice. His contributions include shaping client engagement strategies, providing internal education and coaching, developing new service offerings, and sharing thought leadership through writing and speaking on key sustainability topics. Grounded in a foundational focus on Health, Energy, Water, and Social Equity (HEWS), Little uses an Integrative Process (IP) and a proprietary project framework to help clients achieve more holistic and regenerative sustainability outcomes. IP and living systems frameworks help project teams consider the interconnected nature of any project to its surroundings, including neighborhood, community, watershed, and more, revealing the reciprocal influences that affect Financial, Communal, Social, Human, and Environmental health and viability.
