The Arlington County Board will consider and act on several items at its Regular and Recessed meetings. The Regular meeting will be held on Saturday, May 16, 2026, at 9:30 a.m. The Recessed Meeting will be held on Tuesday, May 19, 2026, at 3:00 p.m. These meetings are open to the public. Please visit the County website for information on speaking at a County Board Meeting.

Comment on Agenda Items and Speak at the Meeting
Please send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.
If you wish to comment during the Public Comment period at the start of the Regular Hearing or on a Regular Public Hearing item, please register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.- 5 p.m., Monday-Friday. Online registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

Saturday, May 16, 2026 – Regular County Board Meeting
Item 33 – 1800 & 1901 S. Bell St. Adaptive Reuse Site Plan Amendment
The Arlington County Board will consider a site plan amendment to convert two office buildings located at 1800 and 1901 S. Bell St. into residential buildings with ground-floor retail use.
This proposed conversion of both office buildings would remove 489,708 square feet of vacant office space and convert it to 315 residential units, reducing the office vacancy rate in Crystal City by 3.5 percentage points. The two buildings would retain their existing parking, which exceeds what is required by the County’s parking guidelines, reserving part for residential use only. The remaining parking spaces would be allocated as “flexible” spaces, which are unassigned spaces additional to the required by the County’s Off-street Residential Parking guidelines. Minor exterior improvements and streetscape enhancements are also proposed with both buildings.
Both buildings were constructed in the late 1960s and are part of the Crystal Mall development consisting of four office buildings and one hotel building on the same block. The proposal to convert the Mall I and Mall IV buildings aligns with Arlington County’s Adaptive Reuse Policy, which encourages repurposing obsolete office buildings to address declining commercial occupancy and enhance fiscal stability with bringing on a positive contributing taxbase with these properties.
Item 34 – 2134 N. Taylor St. (Waverly Ridge site) Townhouse Development
The Arlington County Board will also consider a site plan amendment to facilitate construction of 47 townhouse units. The proposal consists of for-sale townhouses, private internal streets, and approximately 10,279 sf of new public space. The proposal constitutes a major site plan amendment to the previously approved and valid site plan at the subject site, known as Artis Senior Living, which consists of a six-story assisted living facility with 175 units and approximately 10,174 square feet public space. To date, the Artis Senior Living project has not been implemented, and the site remains developed with several vacant single-family detached properties.
Tuesday, May 19th, 2026 – Recessed County Board Meeting
Item 35 – The County Manager’s Presentation of the Proposed FY2027 – FY2036 Capital Improvement Plan
The County Manager will present his Capital Improvement Plan for Fiscal Year (FY) 2027 through 2036. No public comment is associated with this item.
The Capital Improvement Plan (CIP) is a 10-year plan that identifies the County’s major capital investments in facilities and infrastructure. It is prepared every two years, with any adopted general obligation bond referenda presented to voters in November of even-numbered years. The plan includes major infrastructure investments such as community facility infrastructure, environmental resiliency, parks, transportation, stormwater management, utilities, and more.
The Recessed Meeting will begin at 3:00 p.m. with reports from the Board and County Manager. Agenda items will be heard no earlier than 6:30 p.m.

The Board will hold a public hearing no earlier than 6:30 p.m. and consider Regular Hearing items first, followed by items pulled from the Saturday Consent Agenda.
