September 2025 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on several items at its Regular and Recessed County Board Meetings. The Regular meeting will be held on Saturday, September 13, 2025, at 9:30 a.m. The Recessed Meeting will be held on Tuesday, September 16, 2025, at 1:30 p.m.  

These meetings are open to the public. Please visit the County website for information on speaking at a County Board Meeting.

Comment on Agenda Items and Speak at the Meeting 
Please send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.

Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

Saturday, September 13, 2025 – Regular County Board Meeting  

Item 43A&B – 2500 Wilson Boulevard Site Plan and GLUP Amendments, Rezoning, and Encroachment Ordinance
The Arlington County Board will consider several items related to the development of a 14-story mixed-use multi-family building at 2500 Willson Boulevard. Item 43A is a request to approve a series of applications for (1) a General Land Use Plan (GLUP) amendment, (2) a rezoning of the property, and (3) a major site plan amendment to facilitate this development. Item 43B is a request to enact an ordinance allowing encroachment of an electrical transformer vault into an existing easement for public street and utilities purposes related to the project.  

The project proposes demolishing the existing 5-story office building with ground floor retail and an underground parking garage to construct a new 14-story building. This includes approximately 343,719 square feet of residential GFA for 316 units, 14,032 of retail GFA, 156 total parking spaces in a below-grade parking garage (12 for retail use).  

Adoption of these items would advance several key County goals and objectives, including:  

  • Affordable housing: Provides 20 on-site CAFs, including 9 one-bedroom and 11 two-bedroom units at 60% of the Area Median Income (AMI), advancing the goals and objectives of the Affordable Housing Master Plan.  

  • Transportation improvements: Provides streetscape improvements along Wilson Boulevard, North Cleveland Street, Clarendon Boulevard, and North Barton Street, consistent with the Master Transportation Plan. Provides street enhancements on North Barton Street, including traffic signal improvements and a 5-foot wide protected northbound and southbound bicycle lane, consistent with the Master Transportation Plan. 

  • Public space improvements: Provides an approximately 6,505 square foot public space within public use and access easements and installs and maintains landscaping and pedestrian improvements within the privately owned public space, consistent with the recommendations of the Courthouse West Special GLUP Study, the Sector Plan, and the Public Spaces Master Plan. 

  • Sustainable design: LEED Gold certification and compliance with the Green Building Incentive Program (GBIP) (0.35 FAR level), supporting the sustainability goals of the Community Energy Plan.  

  • Public Art: Provides public art in the location recommended by the Courthouse West Special GLUP Study and the Courthouse Sector Plan Addendum.  

  • Office Building Removal: Replaces an underutilized office building that is approximately 50% vacant with a more productive residential use and site improvements, which is in furtherance of the County’s Commercial Market Resiliency Initiative. 

Items 44A&B – Inn of Rosslyn Site Plan Application, Rezoning and Vacation Ordinance
The Board will also consider several items related to a proposed site plan application for the development of an 8-story multi-family building at 1601 Fairfax Drive (formerly the Inn of Rosslyn site). Item 44A includes a request to rezone a portion of Fairfax Drive for a right-of-way proposed to be vacated (Item 44B), and a request for a new site plan for the development of the new building.  

The project proposes to demolish the existing motel building on the property and construct a a new 8-story multifamily residential building with underground parking. This includes approximately 122,110 sq ft of residential GFA for 141 dwelling units, and 72 total parking spaces.  

If approved, this plan would advance certain County goals and objectives:  

  • Affordable Housing: The applicant will provide 13 on-site committed affordable housing units (CAFs) that will be available for 30 years to qualified tenants at rental rates up to 60% of the Area Median Income (AMI). These CAFs will consist of six (6) one-bedroom units and seven (7) two-bedroom units. The applicant will also provide the base affordable housing contribution.  

  • Sustainable Design: The applicant will participate in the County’s adopted Green Building Incentive Program (GBIP) and has agreed to achieve a LEED Gold certification and provide other sustainable design elements at the 0.25 FAR credit level.  

  • Historic Preservation: The applicant proposes to either preserve or faithfully recreate the “50” lettering inside the building lobby visible from the outside, as well as work with County Historic Preservation staff for a historic marker at the site. 

Tuesday, September 16, 2025 – Recessed County Board Meeting 

Public Hearings
The Board will hold a public hearing no earlier than 6:00 p.m. and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after the carryover Consent Agenda items have been considered.
