October 2025 Arlington County Board Wrap-up

The Arlington County Board considered and acted on 36 agenda items at its October 2025 Regular and Recessed County Board Meetings. These include the following: 

Saturday, October 18, 2025 – Regular County Board Meeting  

Item 34 – RTA on Chapter 14.3 of Arlington County Code re Towing
The Arlington County Board approved a request to advertise a public hearing for November 15, 2025 on proposed amendments to the trespass towing ordinance, Chapter 14.3 of Arlington County Code related to towing fees. The Board is undertaking this review in light of recent recommendations of the Trespass Towing Advisory Board and in accordance with Virginia State code.

Item 9 – John Robinson Jr. Town Square Use Permit Review 
The Board also approved the renewal of a use permit for an open-air market at John Robinson Jr. Town Square, subject the previously approved condition of the staff report and with an administrative review in one (1) year (October 2026), an administrative review in three (3) years (October 2028), and a County Board review in five (5) years (October 2030).  

On an alternative motion made by Julius D. “JD” Spain, Sr. the Board modified the 1st administrative review date to be done next year, rather than in three years, in response to related public safety concerns raised by the Green Valley Civic Association and members of the community. This motion passed unanimously.  

Item 20 – Bluemont Park Tennis Court renovations
The Board also approved the award of a contract associated with the renovations to the Bluemont Park Tennis Courts located at 601 N. Manchester St.  

The Bluemont Park Tennis Courts Renovations will replace the tennis court complex, lighting, restroom/storage, shelter, parking lot, site circulation, section of Four Mile Run Trail, site furnishing, drainage and landscaping, as well as bring the area up to 2010 ADA Standards for Accessible Design. 

Item 35 – Presentation and Hearing on 2026 Legislative Package
The County Board heard a presentation and public testimony on the proposed 2026 State General Assembly Legislative Package. The Board will consider adopting the package at the following November 15th Regular County Board meeting.  

The proposed legislative package outlines the County’s legislative values, initiatives, and positions for the 2026 Virginia General Assembly Session. If adopted, the County will focus its efforts on legislation that achieves 6 main goals: 

  • Compensating for Federal Cuts to Public Safety and Emergency Management; 
  • Increasing Local Authority over Affordable Housing;  
  • Expanding the Performance Parking Pilot;  
  • Preserving and Expanding the County’s Tree Canopy;  
  • Promoting Proper Structure and Functioning of the Independent Police Auditor; and  
  • Updating and Improving Tourism Improvement District Law.  

The legislative package also includes the county’s positions on 10 categories of existing legislative efforts: economic development, education and youth, environment, fiscal affairs, good governance, healthcare, housing & land use, individual rights and civil liberties, public safety, and transportation.  

The County Board will also host its annual work session with the General Assembly delegation on Thursday, November 13, from 1-3 pm. 

Item 36  Substitution of Trustees, Subordination re 1300 N. Pierce St.
In 2022, the Arlington County Board approved the construction of two multi-family towers, located at 1300 N. Pierce Street, containing a total of 555 units.  

In order for the initial, approximately 65 tenants to be able to occupy their apartment units at this property, the Property owners must convey and record the proposed Deeds of Easement to the County in the land records. To meet certain financing conditions for the project and avoid certain penalties, the Deeds of Easement must be recorded as soon as possible. 

Thus, at the request of the property owners, the Board approved the substitution of trustees for the County’s four (4) Affordable Housing Investment Deeds of Trust on the property known as 1300 N. Pierce Street. The Board also authorized these substitute trustees to subordinate the liens of these Deeds of Trust in the land records of the county.  

Registering to Speak at Future Public Hearings 
Registration to speak on an item with a scheduled public hearing opens approximately a week before the meeting, and members of the public can either register online or call in at 703-228-3130. Those wanting to participate in these hearings can do so in person, virtually, or by phone and will receive instructions on these options once they have completed their registration. Members of the public wanting to speak on a Consent Agenda item may do so by notifying the County Board Office before 10 AM at Regular Meetings to request the item be pulled from the agenda. Members of the public may then register to speak on pulled agenda items at the upcoming Tuesday Recessed meeting. Agendas will note which consent agenda items are subject to public hearing requirements and which require Board member consent to be removed.
