November 2025 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on several items at its Regular and Recessed County Board Meetings. The Regular meeting will be held on Saturday, November 15, 2025, at 9:30 a.m. The Recessed Meeting will be held on Tuesday, November 18, 2025, at 1:30 p.m.  

These meetings are open to the public. Please visit the County website for information on speaking at a County Board Meeting.

Comment on Agenda Items and Speak at the Meeting
Please send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.  

If you wish to comment during the Public Comment period at the start of the Regular Hearing or on a Regular Public Hearing item, please register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.- 5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

Saturday, November 15, 2025 – Regular County Board Meeting  

Item 31 – Adoption of the 2026 State General Assembly Package
The Board will deliberate and consider adoption of its 2026 legislative package. In-person and virtual public testimony on this item was held at the October 2025 Board meeting, but members of the public may still send written comments to the Board leading up to its vote.  

The proposed legislative package outlines the County’s legislative values, initiatives, and positions for the 2026 Virginia General Assembly Session. If adopted, the County will focus its efforts on legislation that achieves 6 main goals: 

  • Compensating for Federal Cuts to Public Safety and Emergency Management; 
  • Increasing Local Authority over Affordable Housing;  
  • Expanding the Peformance Parking Pilot;  
  • Preserving and Expanding the County’s Tree Canopy;  
  • Promoting Proper Structure and Functioning of the Independent Police Auditor; and  
  • Updating and Improving Tourism Improvement District Law.  

The legislative package also includes the county’s positions on several categories of existing legislative efforts which include economic development, education and youth, environment, fiscal affairs, good governance, healthcare, housing & land use, individual rights and civil liberties, public safety, and transportation.  

Ahead of its Saturday, November 15, Board meeting, the County Board will also host its annual work session with the General Assembly delegation on Thursday, November 13, from 1-3 pm.    

Items 32 & 33 – Fiscal Impact Analyses of the Tentative Agreements between the County and the IAFF (Item 32) and the County and ACOP (Item 33)
The County Board will receive a presentation on the fiscal impact analysis of the individual tentative collective bargaining agreements that have been reached with the Arlington Professional Firefighters and Paramedics, International Association of Fire Fighters Local 2800 (IAFF) and the Arlington Coalition of Police (ACOP). Section M of the County’s collective bargaining code requires the completion of these analyses and presentation at the County Board’s November meeting.   

At its December 2025 meeting, the County Board can resolve to make a good faith commitment to appropriate funding to meet the obligations under the tentative agreement and arbitration award, with the understanding that any such resolution remains subject to actual appropriation. The tentative agreements are for a three-year timeframe, beginning in FY 2027. 

Item 34 – FY26 Financial Results & Close-out
The Board will hear presentations from the County Manager and staff on preliminary financial results and close-out recommendations for the Fiscal Year ending June 30, 2025. Only presentations will be heard during the Saturday, November 15, Regular Board meeting. A public hearing on this item, followed by the Board’s discussion and vote, will be held on the Tuesday, November 18, Recessed meeting.

Item 34 – Financial Results & FY26 Close-out
This is a continuation from the Board’s Saturday November 15th meeting, where the County Manager and staff will have presented on the item. At the Tuesday November 18th meeting, the Board will hold the public hearing on this item, followed by a discussion and vote.   

Item 35 – Public Hearing on Draft Charter re Advisory Panel on Arlington’s Form of Government
The Arlington County Board will also hold a public hearing regarding a draft charter to establish an advisory panel to examine Arlington’s Form of Government. The Board will consider adoption of this charter at its December 16, 2025, County Board meeting.  

Public Hearings
The Board will hold a public hearing no earlier than 6:00 p.m. and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after the carryover Consent Agenda items have been considered.
