Indecent Exposure Suspect Charged; Possible Additional Victims Sought

ARLINGTON, Va. – The Arlington County Police Department’s Special Victims Unit is investigating a suspect charged in an indecent exposure investigation and is seeking possible additional victims.
At approximately 9:09 a.m. on November 18, 2024 police were dispatched to 28th Street S. and S. Meade Street for the late report of an exposure. The preliminary investigation indicated at approximately 8:00 a.m., the female victim was walking in the area when she passed by a parked vehicle and observed the male suspect exposing himself. The suspect subsequently fled the scene in his vehicle.
During the course of the investigation, the suspect was identified and a warrant for his arrest was obtained. On January 29, 2025 an officer located the suspect in the area of S. Eads Street and 13th Street S. and took him into custody. Emmanuel Bethea, 47, of Fredericksburg, Va. was arrested and charged with Public Masturbation.
Based on the preliminary investigation, detectives believe there may be additional victims.
