September 2017 County Board Meeting Agenda Highlights

The Arlington County Board will consider dozens of items at its September 2017 meeting, on Sat., Sept. 16, 2017 and Tues., Sept. 19. The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd, are open to the public. Visit the County website for information on speaking at a Regular County Board meeting.

Sat., Sept. 16 — County Board Regular Meeting

Lubber Run Conceptual Design: The Board will consider endorsing the conceptual design for the new community center that will replace the existing Lubber Run Community Center, built in 1956. The new facility, and surrounding park amenities, were designed by VMDO. The design includes sustainable materials and systems, and will achieve a LEED Silver Certification for energy efficiency. Williamsburg Field Lights: The Board will consider renewing a use permit for adding lights to the synthetic turf fields at the Williamsburg School Campus at 3600 N. Harrison Street. To read the staff report, including public engagement details, scroll down to agenda item No. 53. 

Bond Sale: The Board will consider authorizing the sale in October of up to $52 million in bonds to finance several County projects. The bonds would be sold through the Industrial Development Authority of the County. The County may also refund up to $38.3 million in existing bonds at that time. Among the projects that would be financed through the bond sale:

• $34 million to purchase the "Buck Property" industrial-zoned property on North Quincy Street, across from Arlington Public Schools' Education Center.


• $10.5 million would be used to finance the acquisition, design and construction of an office building at 2920 S. Glebe Rd. that will become the new home of the Head Start program that will be displaced from its home at 1800 N. George Mason Drive when the Count's Edison/Drewry complex is transferred to Virginia Hospital Center.


• $6 million to finance upgrades to the County's Assessment and Collection system and Enterprise Payments System — the first in a series of technology improvements that are part of the County's goal to rework internal processes to increase worker productivity and enable a digital workplace.


• $38.3 million in refinancing of existing bonds, saving more than $3.8 million under current conditions.

University of Virginia Darden School of Business: The Board will consider a Site Plan Amendment and associated Use Permit that, if approved, would allow UVA to expand its Darden School of Business in Rosslyn. The university opened its Darden Rosslyn campus in 2016. It now is seeking Board approval to convert 40,000 square feet of office space at 1100 Wilson Blvd. into classrooms, multi-purpose spaces and supporting office space. Contracts: The County Board will consider approving a $6.6 million contract with Neuber Environmental Services, Inc., to remove the elevated South Clark Street roadway from 12^th Street South to 20^th Street South to normalize the street network, and create more development space in Crystal City, in keeping with the Crystal City Sector Plan. The project includes removing the South Clark Street roadway, overhead bridges at 15^th Street South and 18^th Street South and removal of walls associated with the 18^th Street South bridge. The Board also will consider approving a contract with the Fort Myer Construction Corporation to build Phase 2 of the Washington Boulevard Bike Trail. The project would add a 10-foot wide asphalt trail along the western shoulder of Washington Boulevard, near South Walter Reed Drive to Towers Park and South Rolfe Street and 9^th Street. Phoenix Bikes Lease: The Board will consider approving a lease with Phoenix Bikes, a non-profit, of space in the Arlington Mill Community Center. If the lease is approved, Phoenix Bikes would operate youth education programs and a community bicycle shop for refurbishing bicycles and selling them out of the Community Center. The five-year lease has an initial rent of $8,928 per year. Phoenix Bikes will fund its own build-out of the space, estimated at $170,000. Tues., Sept. 19 — County Board Recessed Meeting

At the 3 p.m. session: The County Board Chair, members of the County Board and the County Manager will report on local and regional items of interest. 

6:30 p.m. session: The Board will hold public hearings on any item carried over from the Sat., July 15 Consent Agenda.

Exotic Pet Ban: The Board will consider imposing a ban on exotic pets, by amending Chapter 2 of the Arlington County Code. If adopted, the amendments would prohibit wild and exotic animals in the County, with certain exceptions, and allow a registration process for wild and exotic animals that were living here before the change to the code.
