About the Project

The applicant,  Insight Property Group, LLC, proposes a transfer of development rights (TDR) from The Haven apartments to the Ballston Macy’s site at 701 N. Glebe Road, both of which are under their ownership. In order to enable this transfer, the applicant is requesting County staff initiate an amendment to the Neighborhoods Form Based Code (N-FBC) to designate the Haven Apartments as a Conservation Area which would limit N-FBC redevelopment on this property.

The Haven Apartments comprise approximately 197,000 square feet (4.52 acres). The site contains six garden-style walkup apartment buildings, containing 118 one-, two-, and three-bedroom units constructed in approximately 1949. Given its post-war garden style apartment architecture, the Haven (formely known as Tyroll Hills) is listed as “Notable” on the County’s Historic Resources Inventory.

In order to facilitate the density transfer, the Applicant would need to designate all 118 of the Haven’s existing apartments as Committed Affordable Units (CAFs) available at 60 percent of area median income for a term of 30 years, as required by the N-FBC. This designation, coupled with the establishment of a Conservation Area for this site, will also trigger further review and compliance with the N-FBC’s Conservation Area standards found in Part 7.
