PRISM+ Supplier Portal Update (Aug. 30, 2024)

Arlington County transitioned to a new financial system, PRISM+. Within PRISM+ is a Supplier Portal where new suppliers are encouraged to register and existing suppliers should update their accounts. At this time, suppliers will have limited access to make changes to their supplier accounts as updates are made in the system. When Suppliers navigate to the Supplier Portal, they can perform the following tasks:

  • Orders (Manage Orders; Manage Schedules; Acknowledge)
  • Agreements (Manage Agreements)
  • Channel Programs (Manage Program)
  • Shipments (Manage Shipments; Create ASN; Create ASBN; Upload ASN or ASBN; View Receipts; View Returns)
  • Contracts and Deliverables (Manage Contracts; Manage Deliverables)
  • Invoices and Payments (View Invoices; View Payments)
  • Negotiations (View Active Negotiations; Manage Negotiations)

Until further notice, Arlington County staff will update supplier accounts with changes (e.g., banking, address, commodity codes). Suppliers should follow the procedures outlined below to request account changes:

  • For updates to banking, address, and contact information, contact your Project Officer on your contract or the County representative on your Purchase Order. If you still need to determine who to contact, please email Purchasing@arlingtonva.us.
  • For updates to commodity codes (products and services), email your request to Purchasing@arlingtonva.us.

The County’s Project Officers or staff may contact suppliers to confirm account information and make internal updates. Depending on the change request, the County will conduct a validation process to preserve the integrity of suppliers’ accounts. Please look forward to additional updates concerning the revised Supplier Portal User Guides.

Important Notice

Arlington County has transitioned our financial management system to a new online Oracle cloud-based solution. The new system is called PRISM+. Effective July 31, 2024, suppliers no longer have access to Vendor Registry. Beginning August 1, 2024, new suppliers can register, and existing suppliers can access our new cloud Supplier Portal to do business with us and make all necessary updates to their business records. PRISM+ will streamline the way we do business and provide a more efficient process for purchasing, payments, and bidding. 

Additionally, if your business responds to Requests for Proposal or Bids, please note that effective August 1, 2024, Vendor Registry transitioned to PRISM+, and all new formal solicitations will post to PRISM+. Effective January 1st, 2025, Small Purchase Negotiations (formerly eVA Quick Quotes) will transition to PRISM+. 

Existing Suppliers

  • Active Suppliers currently doing business with the County were migrated to PRISM+.
  • Active suppliers should never use the new supplier registration link.
  • Existing suppliers should contact their County representative to have their user account enabled.
  • When the supplier account is enabled, log in to your account here and update your products and service offerings for future solicitation notifications.

New Suppliers

  • New suppliers will need to complete a new registration. As a part of new supplier registration, it is important to select the products and services for which you would like to receive future solicitation notifications.

Access and Respond to Arlington County’s Informal and Small Purchase Request through eVA

The County uses the Commonwealth of Virginia’s electronic procurement system, eVA, for issuing informal and small purchase competitive requests. Effective September 1, 2024, the County will use PRISM+ as its electronic procurement system for all solicitations. 

Arlington County Procurement Process

Public-Private Transportation Act (PPTA) of 1995

The County Board of Arlington County adopted PPTA Guidelines on Dec. 11, 2012, with an effective date of April 1, 2013. More information can be found on the PPTA website.

Living Wage Policy

  • A living wage requirement applies for service contracts with an estimated annual value greater than $50,000, performed on County owned or controlled property, facilities owned or leased and operated by a contractor if services provided at that location are exclusive to Arlington County, or contracts for home-based services. View the FAQ(PDF, 139KB) on the application of the Living Wage requirements.
  • Effective July 1, 2021 the County Board increased the living wage to $17 per hour.
  • Visit the eComply website to register and upload the Living Wage Quarterly Compliance Report and payroll.

Arlington County’s Transit Bureau’s Disadvantaged Business Enterprise (DBE) Program

The Transit Bureau’s DBE program conforms to the United States Department of Transportation’s (USDOT) standards set forth in the Code of Federal Regulations (CFR) in 49 CFR Part 26. The Transit Bureau’s DBE participation goal for FTA-assisted projects is updated in a triennial basis. For the period of 2021–2023, the public announcement can be found here.
