NOTICE IS HEREBY GIVEN THAT THE COUNTY BOARD OF ARLINGTON CO., VA, on May 16, 2020 in a virtual meeting at 9:00 A.M. or as soon thereafter as matters may be heard, will consider the following cases, after offering the public an opportunity to be heard in a public hearing. The public may attend the virtual meeting via live stream at www.arlingtonva.us and local cable stations on Comcast 25 & 1085 and Verizon FiOS 39 & 40. To speak at the virtual meeting, visit www.arlingtonva.us or call 703-228-3130 between 8am and 5pm the week before the meeting. If the circumstances surrounding the COVID-19 pandemic and the Governor’s stay at home orders change, the County Board could meet in-person at 2100 Clarendon Blvd., room 307, Arlington, VA 22201.

The term Site Plan in this notice refers to Special Exception in County Zoning Ordinance and is not the same as an engineering site plan or construction plans submitted in satisfaction of other codes or ordinances. The terms ACZO and GLUP means Arlington County Zoning Ordinance and General Land Use Plan, respectively.
THE FOLLOWING CASES TO BE HEARD BY COUNTY BOARD ONLY:
SUBJECT: Proposed adoption of a continuity of government ordinance pursuant to section 15.2-1413 of the Code of Virginia to replace the existing ordinance adopted March 24, 2020, on an emergency basis. The ordinance provides for measures that may be taken to assure the continued operations of County government during and for up to six months after the disaster resulting from the current COVID-19 public health pandemic, which measures include but are not limited to the conduct of electronic meetings, including public hearings, by the County Board and other public bodies, the suspension of enforcement of specified County ordinances and regulations, modification of current processes and procedures to ensure social distancing and safe public health practices, and similar measures.
SITE PLAN AMENDMENTS:
SP #167 JBG Smith to construct a new retail space approximately 5,640 sq. ft in the existing courtyard at 2121 Crystal Drive and modify the façade and landscaping, add approximately 1,500 sq. ft to the ground floor, and convert ground floor uses at 2231, 2345, & 2451 Crystal Drive in the C-O-1.5 zoning district under ACZO §7.1, §7.11, §15.5. Property is approximately 633,888 sq. ft.; located at 2121 – 2451 Crystal Drive (RPC# 34-020-233, -234, -235, -243, -245). The proposed density is 1.2 FAR (Parcel 4 – 2121 Crystal Drive) and 1.4 FAR (Parcel 2 – 2231-2451 Crystal Drive). Modifications of zoning ordinance requirements include modifications as necessary to achieve the proposed development plan. SP #349 GMUF Arlington Campus, LLC c/o George Mason University Foundation, Inc. to convert approximately 2,690 square feet of retail space to an educational use in the C-O 2.5 zoning district under ACZO §7.1, §7.12, §15.5. Property is approximately 77,184 sq. ft.; located at 3434 Washington Blvd (RPC# 15-087-032). Modifications of zoning ordinance requirements include: converting the existing retail space to an educational use and other modifications as necessary to achieve the proposed development plan. Applicable Policies: GLUP Public, Note 3.
SP #429 Oak Hills Property Associates LLC & Nash Street Property Associates LLC c/o Monday Properties Services LLC to amend Condition #2. B to extend the site plan term of validity for three additional years in the C-O zoning district under ACZO §7.1, §15.5. Property is approximately 92,860 sq. ft.; located at 1401 Wilson Blvd. and 1400 Key Blvd. (RPC# 16-035-001; -002). Applicable Policies: GLUP “High” Office-Apartment-Hotel; Rosslyn Sector Plan.
SP #447 Ballpark Development Corporation to increase GFA by approximately 4,289 sf in the R-C, Multiple Family Dwelling and Commercial District and R15-30T, Townhouse Dwelling District under ACZO §5.8, § 7.3, & §15.5. Property is approximately 54,552 sq. ft.; located at 1031 N. Vermont Street (RPC# 14-018-001; -002; -070; -005; -006; -018). The proposed density is 2.89 FAR (south block) and 23.21 du/ac (north block). Modifications of zoning ordinance requirements include: density exclusions, and other modifications as necessary to achieve the proposed development plan. Applicable Policies include GLUP “Low-Medium” Residential and “High-Medium” Residential Mixed-Use.
SP# 449 Arlington Partnership for Affordable Housing to amend certain site plan conditions regarding the granting of utility easements in the C-O-2.5 zoning district under ACZO §15.5. Property is approximately 56,000 sq. ft.; located at 3445 Washington Blvd., (RPC# 15-086-011). Modifications of zoning ordinance requirements include: None. Applicable Policies: Washington Boulevard & Kirkwood Road Special GLUP Study “Plus” and Concept Plan, GLUP Medium Office-Apartment-Hotel.

License Agreement between The County Board of Arlington County, Virginia and 12th Street Apartments L/CAL LLC for use of a portion of County Parcel, Parcel F, Pentagon Industrial Center (RPC #35-003-437), for Construction Office/Staging Purposes Related to Construction of SP #244.
U-2221-79-1 Arlington Unitarian Cooperative Preschool to extend the hours of operation for the existing preschool in the R-6 zoning district under ACZO §5.1, §5.6, §15.4. Property is approximately 56,455 sq. ft.; located at 4444 Arlington Blvd. (RPC# 23-003-004). Applicable Policies: GLUP “Low” Residential (1-10 units/acre).
U-3480-17-1 Arlington Public Schools to amend Condition #37 to allow parking on the parking lot in the southwest corner of the site at Alice West Fleet Elementary School in the S-3A zoning district under ACZO §4.1, §4.2, §15.4. Property is approximately 167,820 sq. ft.; located at 125 S. Old Glebe Road (RPC# 24-011-037, -058). Applicable Policies: GLUP Public.
U-3516-18-1 Arlington Public Schools for an increase in capacity up to 150 seats at the Arlington Career Center in the S-3A zoning district under ACZO §4.1, §4.2, §15.4. Property is approximately 372,002 sq. ft.; located at 816 S. Walter Reed Drive (RPC# 25-014-004). Applicable Policies: GLUP Public, Special Revitalization District: Columbia Pike (GLUP Note #8).
