Jack Belcher

Chief Information Officer and Director, Department of Technology Services

Appointed in August 2000, Jack Belcher is the first Chief Information Officer for Arlington County, where he is also the Director of the Department of Technology Services.

On September 11, 2001, his office provided direct technological support for the County’s First Responders and the County’s Emergency Operations Center (EOC), which coordinated the region’s response to the Pentagon crisis. Within forty minutes of the first attack on the World Trade Center, the EOC was up and operational providing necessary coordination for all first responders. He and his staff were recognized for their innovation in extending wireless connectivity to the Pentagon.

Mr. Belcher has had significant experience at the Federal, Congressional and International levels of government.

Mr. Belcher came to Arlington County from the International Monetary Fund, where he led the effort to streamline the creation, review, dissemination and publication of Fund information. Prior to that Mr. Belcher served at the United States Securities and Exchange Commission, which he led the efforts to begin the modernization of the Commission’s internal mission system infrastructure. The majority of Mr. Belcher’s experience was at the United States House of Representatives. While there, Federal Computer Week recognized Mr. Belcher, as one of the Top 100 Federal Executives for his innovative work in deploying electronic mail and the Internet at the Congress.

During his tenure at the County, Mr. Belcher has introduced an Enterprise Resource Planning System, integrated Assessment and Revenue Collection System, Voice-Over-IP-based enterprise telephone system, cloud-based services (Office 365 and Oracle On Demand) and the County’s broadband fiber optic network, ConnectArlington.

He is active in youth sports in the community where he has served as the president of the Arlington Girls Softball Association, Board member of the Better Sports Club and as a tournament coach. He currently is a volunteer coach for Washington-Lee High School in Arlington. Before coming to the County Government, Mr. Belcher was recognized as one of the Volunteers of the Year for his civic efforts. Mr. Belcher is also a member of the 2004-2005 Class of Leadership Arlington.

Mr. Belcher has a Doctorate and a Master’s degree from Georgetown University. He and his wife live in the Garden City neighborhood of Arlington. They have four children, one of whom is a teacher with Arlington Public Schools.
