About the County Board

The five-member County Board is Arlington’s governing body and is vested with its legislative powers.

Board Members are elected At-Large, and serve staggered four-year terms. Board members elect a Chair and Vice Chair at the annual January Organizational meeting. The Chair, the official County head, sets agendas for Board meetings and presides over the meetings. The Chair and the Vice Chair have the same powers and duties as other Board members — a vote, but no veto power.

Board Member Responsibilities

The Arlington County Board:

Makes County policy decisions that the County Manager administers (e.g., public safety, trash collection, parks and recreation, libraries, etc.)
Makes land use and zoning decisions within the limitations imposed by the Code of Virginia
Sets real estate, personal property and other tax rates
Annually provides Budget Guidance to the Manager, reviews the Manager’s proposed budget and adopts the budget
Reviews the 10-year Capital Improvement Plan (CIP) every two years, adopts the CIP
Oversees transportation policies related to such issues as widening; narrowing; and repairing County streets, sidewalks and bicycle trails
Responds to constituent concerns: email the County Board
Appoints community members to citizen advisory groups (Apply Online)
Appoints the County Manager, County Attorney, County Auditor and the Clerk to the County Board
Represents Arlington on regional, statewide and national advisory groups and commissions, including the Metropolitan Washington Council of Governments, Washington Metropolitan Area Transit Authority, Northern Virginia Transportation Commission, Northern Virginia Regional Commission, Virginia Association of Counties and National Association of Regional Councils.

Board Office Responsibilities

The Office of the County Board:

Maintains all County Board meeting minutes — the official record of all Board actions
Updates the Arlington County Code
Processes citizen input on items to be discussed at Board meetings
Receives, resolves and refers citizen concerns, providing general constituent services on the Board’s behalf
Coordinates appointments of citizen advisory groups and their chairs and members
Maintains lists of Arlington’s community and service organizations; civic associations; and condominium, homeowner and tenant associations
Prepares and issues proclamations
Arranges the publication of County Board meeting agendas
Publishes public notices of changes to Arlington’s County Code and Zoning Ordinance, General Land Use Plan and land-use matters such as site plans, rezonings, use permits, property vacations and other items to be considered at Board meetings, as required by state law
