Dependent Eligibility Verification Project

Arlington County strives to balance the demands of rising health care costs with maintaining high quality, affordable benefits for our employees, retirees, and their families.

As part of the Department of Management and Finance’s FY 2023 Internal Audit Plan, the County is preparing to conduct a Dependent Eligibility Verification project to ensure that all dependents enrolled in our health and/or dental plans are eligible for coverage.

Employees and retirees will be required to provide documents for each dependent who is covered on an insurance plan that validates their relationship to the dependent. We understand that some of you have previously submitted this information to HRD. However, since this audit is being conducted by an independent firm, you will be required to provide the documentation again.

Q: What is this project and why is it happening? 
A: The Dependent Eligibility Verification project is part of DMF's FY23 Internal Audit Plan. Our goal is to provide high quality, affordable coverage for our active employees and retirees. Having ineligible dependents results in increased costs for everyone.

The County is contracted with Secova, an independent third-party verification company to securely collect your documents.

Q: When will I be contacted and when do I need to return my documents?
A: Verification packets will be mailed to your home address on file beginning November 17. The deadline for document submission is December 31, 2022. Secova will provide the names of your dependents to be verified and the documentation required for submission. 

Q: What should I expect to receive?
A: If you are covering dependents on your health plans, you should expect to receive an announcement letter(PDF, 96KB). Beginning on November 17, you should expect to receive a verification packet(PDF, 322KB) in the mail listing documentation to be returned to Secova. Secova will notify you when your documents have been accepted. Secova will also notify you if incomplete or inadequate documentation is returned. You may also receive reminders to return your documents if you haven't already done so closer to the submission deadline. 

Q: What kinds of documents will I be asked to provide?
A: Documents requested will be listed on the verification packet you receive. The documentation requested will depend on your dependent's relationship type. 

Q: Will my information be secure with Secova?
A: Secova has more than 26 years of experience administering dependent eligibility verifications and is an International Organization for Standardization (known as ISO 27001: 2013) certified company. Secova will not disclose, sell, or share personal information with anyone. All employee data is kept confidential and private throughout each step in Secova's work processes. Incoming data is transferred via a secure ftp site, encrypted emails or password-protected web uploads, then stored in Secova’s password-protected databases. Secova’s Information and Data Security plan is fully compliant with all current federal and state regulations

Q: I've previously submitted documents to HR. Do I need to do this again?
A: Yes. This project is being conducted by an independent verification firm. Requested documents will need to be resubmitted.

Q: I have my documents. Can I send them to HR now?
A: No. Documents must be submitted directly to Secova upon receipt of your verification packet following submission instructions provided in the packet. 

Q: I have been covering an ineligible dependent. What do I do? 
A: You will have an opportunity to note any dependents ineligible for coverage. Ineligible dependents will be removed from our plans. 

Q: I have dependents but haven't received any packets. What do I do?
A: If you have recently moved, please be sure your address is updated in PRISM. Please contact the HR Benefits Team so we can resend your packet. 

Q: Who should I contact if I have questions?
