May 2024 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, May 18, 2024, at 8:30 a.m., and its Recessed Meeting on Tuesday, May 21, 2024, at 3:00 p.m.  

The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on speaking at a County Board Meeting.  

Virtual participation options are available to the public through Microsoft Teams. Comment on Agenda Items and Speak at the Meeting
Send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.  

If you wish to comment during the Public Comment period at the start of the Regular Hearing or on a Regular Public Hearing Item, register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

Saturday, May 18, 2024 – Regular County Board Meeting  

CMRI 2.0: Expand Existing Shared Parking for Commercial Uses and Off-site Parking Regulations for By-right Development – Item 13
The Arlington County Board will consider adopting, as part of its consent agenda, a Zoning Ordinance amendment that would introduce a new use, Neighborhood Commercial Center, with an associated parking ratio that makes it easier for a business to obtain a Certificate of Occupancy for sites with shared parking lots. This proposal would afford greater efficiencies in filling vacant space within existing neighborhood centers and serve as a test for progressive parking regulation on particularly larger sites. This amendment also expands the capacity of a business to pursue off-site parking agreements should there be barriers to meeting parking minimums on-site.   

CMRI 2.0: Outdoor Visual Entertainment – Item 14
The Arlington County Board will consider adopting, as part of its consent agenda, a Zoning Ordinance amendment that would rebrand and amend the provisions for large media screens as outdoor visual entertainment in Arlington’s urban regional shopping centers and community shopping centers (new definition). This proposal would support the enhancement and economic viability of Arlington County’s large retail establishments by allowing flexibility in the creative use of innovative digital elements to create an attractive environment that encourages gathering and socializing along with shopping, dining, and other retail activities. 

Solid Waste Management Plan/Zero Waste Plan – Item 36
The County Board will consider a request to advertise a public hearing on the proposed 2024 Arlington County Solid Waste Management Plan/Zero Waste Plan. In 2001, the Virginia Department of Environmental Quality required every city, county, or town in the Commonwealth to develop and maintain a Solid Waste Management Plan (SWMP) covering 20-year planning horizons. The County adopted its current SWMP in 2004. This new draft plan would replace the 2004 plan and covers the next 20-year planning horizon.

Tuesday, May 21, 2024 – Recessed County Board Meeting  

The Recessed Meeting will begin at 3 p.m. with reports from the Board Members and the County Manager.  

The Elliott (Fillmore Shopping Center) – Item 37 
At the request of the applicant, Fillmore Center LLC, the County Board will consider terminating a Columbia Pike Commercial Form Based Code use permit for the property located at 2601 Columbia Pike (The Elliott). The use permit was intended for 247 multi-family dwelling units and approximately 51,000 square feet of ground floor commercial space.  

The applicant requests the termination of the use permit to reduce the tax assessment on the property. The request also reflects the property owner’s desire to use the existing building, upon completion of necessary safety improvements and lifting of condemned status by the Building Official, as a commercial shopping center as it was previously used prior to the approval of the use permit.  

Melwood Special General Land Use Plan – Item 38 
The County Board will consider accepting the 750 23rd Street South (Melwood) Special General Land Use Plan (GLUP) Study document and authorizing a request to advertise a GLUP Amendment from “Public” to “Low-Medium” Residential for the area that is the subject of the Study Document. The GLUP Amendment would occur concurrent with the consideration of the associated site plan and rezoning applications for the property.  

The applicant, Melwood Horticultural Training Center, Inc., is interested in redeveloping the former Nelly Custis School building. The applicant would like to construct a new, primarily residential building of approximately five stories which would house the Melwood operations on the first and second floors and provide affordable housing on the upper floors, with some units reserved for residents with disabilities (proposed 22,200 gross square footage for the Melwood program with a total of 104 multifamily residential units). The existing building is a contributing structure to the Aurora Highlands National Register Historic District but is not a Local Historic District or listed on the County’s Historic Resources Inventory.  

Public Hearings
The Board will hold a public hearing no earlier than 6:30 p.m. and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.
