May 2023 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, May 13, 2023, at 8:30 a.m., and its Recessed Meeting on Tuesday, May 16, 2023, at 3:00 p.m.  

The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on speaking at a County Board Meeting.  

Virtual participation options are available to the public through Microsoft Teams. If you are sick or experiencing symptoms of COVID-19, please consider watching the meeting's live webcast or cable broadcast or participating virtually via Microsoft Teams. Comment on Agenda Items and Speak at the Meeting  

Send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.  

If you wish to comment during the Public Comment period at the start of the Regular Hearing or on a Regular Public Hearing Item, register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

County Board meetings are live-streamed on the County website and on YouTube and broadcast live on Arlington TV, the County's cable channel, with live captioning on Comcast 25 & 1085 (HD) and Verizon FiOS 39 & 40. Saturday, May 13, 2023 – Regular County Board Meeting

Open Air Market at Met Park – Item 7 The County Board will consider a Use Permit for an Open-Air Market and a License Agreement for EatLoco to operate a farmer's market on the plaza area at Metropolitan Park in Crystal City. If approved, the farmer's market would be permitted to operate four times monthly from March through November on Saturdays from 9 a.m. to 1 p.m.

New Zoning Uses – Item 10 The Board will consider amending the Arlington County Zoning Ordinance to allow by-right broadcasting operations, research and development, and flex space use within most commercial, mixed-use, and industrial districts as part of the County’s Commercial Market Resiliency strategy. Podcasting and incorporating research and laboratory spaces alongside traditional offices are increasingly popular practices nationally but are currently only possible in Arlington by permit approval.

Taxicab Fare Increases – Item 12 The Board will consider raising taxicab rates to recalibrate fares and associated revenues to counterbalance higher operating costs in the industry. Raising rates would also ensure continuity of services for disabled passengers. Arlington County uses taxicab services, for example, to transport thousands of Arlingtonians under the Specialized Transportation for Arlington Residents (STAR) para-transit program.

CC2DCA Multimodal Connection – Item 17 The Board will consider endorsing a preferred alternative for the Crystal City to Ronald Reagan Washington National Airport (CC2DCA) Multimodal Connection. This would be a girder style bridge that would allow for pedestrian travel over George Washington Memorial Parkway, connecting the Future VRE Station South Entrance at 2011 Crystal Drive to the airport. The goal of the CC2DCA multimodal connection is to enhance connectivity for non-vehicular travel between Crystal City and DCA while supporting active transportation travel choices.

NARCAN MOU – Item 26 The Board will consider approving a Memorandum of Understanding between the Virginia Department of Health (VDH) and the County Board through the Arlington County Fire Department (ACFD) to initiate a NARCAN "Leave Behind" program. NARCAN is a reversal agent used to treat persons who have overdosed on opioids. To prevent fatal overdoses and increase community access, this program would allow VDH to supply free NARCAN kits for ACFD to leave behind with family, friends, and witnesses of overdoses.

Sunrise Senior Living Special GLUP Study – Item 34 The Board will consider adopting resolutions to accept the proposed 2000 North Glebe Road (Sunrise Senior Living) Special General Land Use Plan Study Document and to authorize related future public hearings. This special GLUP comes at the request of the applicant, Sunrise Development, who is seeking to rebuild the current facility into a new three- to four-story assisted living facility comprising approximately 85 senior housing units and below-grade parking.

No earlier than 6:30 p.m. the Board will hold a public hearing and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.
