March 2023 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, March 18, 2023, at 8:30 AM, and its Recessed Meeting on Tuesday, March 21, 2023, at 3:00 PM. 
 
The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on speaking at a County Board Meeting.  

Virtual participation options are available to the public through Microsoft Teams. Comment on Agenda Items and Speak at the Meeting  

Send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.  

If you wish to comment during the Public Comment period at the start of the Regular Hearing, or on a Regular Public Hearing Item, register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

Saturday, March 18, 2023 – Regular County Board Meeting

Missing Middle Housing Study Amendments (MMHS) – Item 33. The County Board will host a public hearing and consider amendments to the General Land Use Plan and the Arlington County Zoning Ordinance related to the multi-year Missing Middle Housing Study. The amendments would expand housing options in areas of the County zoned exclusively for single-detached homes. While the public hearing commences on Saturday, it may carry over into the Tuesday Recessed meeting to accommodate speakers. Once all speakers have been heard, the Board will deliberate and decide on the options available under 12 policy areas of the draft Zoning ordinance text. Opioid Abatement Authority Funds – Item 28. The County Board will consider the acceptance and appropriation of funds from the Opioid Abatement Authority to manage and improve the County's response to opioid misuse. Specifically, $173,345 in grant funding would go toward adding a licensed Behavioral Health Therapist to the County's Office Based Opioid Treatment program, which serves participants 16 and over. This additional therapist would double the current capacity of the OBOT program. These funds would also be used to evaluate the program and ensure it meets best practices. Funding request for Arlington Neighborhood Program Projects – Item 19. The Board will consider approving the use of $2,346,451 of Arlington Neighborhood Program bond funds for four priority neighborhood projects approved by the Arlington Neighborhoods Advisory Committee. These projects will be at the following locations and will include:  

  • 35th Street North – Little Falls Road to Williamsburg Boulevard (Rock Spring) – installation of new cobra-style LED streetlights;  

  • Baileys Branch Park (Columbia Forest) - park improvements to include the removal of invasive plants, addition native trees and plantings, new site furnishings and park Signage;  

  • Thrifton Hill Park (Maywood) – park improvements to include the removal of invasive plants, new site furnishings, picnic shelter and potential dog run; and 

  • 7th Street South – 8th Street South to 200’ North (Alcova Heights) installation of a missing sidewalk link; ADA ramps and crosswalks.

The Recessed Meeting will begin at 3 p.m. with reports from the Board Members and the County Manager.

No earlier than 6:30 p.m. the Board will hold a public hearing and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.
