June 2023 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, June 10, 2023, at 8:30 a.m., and its Recessed Meeting on Tuesday, June 13, 2023, at 3:00 p.m.  

The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on speaking at a County Board Meeting.  

Virtual participation options are available to the public through Microsoft Teams. If you are sick or experiencing symptoms of COVID-19, please consider watching the meeting's live webcast or cable broadcast or participating virtually via Microsoft Teams. Comment on Agenda Items and Speak at the Meeting  

Send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.  

If you wish to comment during the Public Comment period at the start of the Regular Hearing or on a Regular Public Hearing Item, register in advance on the County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

Saturday, June 10, 2023 – Regular County Board Meeting

Marbella Apartments – Item 16 The County Board will consider adopting a resolution designating the Marbella Apartments site as a Voluntary Coordinated Housing Preservation and Development District (VCHPDD) and approval of a related use permit. The Marbella Apartments site plan (SP #463) was approved in February 2022 and included plans to rehabilitate and preserve 62 affordable housing units in six existing garden-style apartment buildings. However, these buildings are legally nonconforming structures, prohibiting the applicant from making necessary structural alterations under the Arlington County Zoning Ordinance (AZCO). Under the AZCO, the County Board may allow renovations to move forward via a use permit, provided the site receives VCHPDD designation and the applicant submits a low- to moderate-income housing plan as part of its use permit application.

Food Delivery and Shared Commercial Kitchens – Item 22 The Board will consider an amendment to the Arlington County Zoning Ordinance that would expand the definition and inclusion of shared commercial kitchens, large- and small-scale food catering services, and the delivery of food by restaurants or similar food-related uses within a range of mixed-use, commercial, and industrial zoning districts. This proposal is part of ongoing County Commercial Market Resiliency Initiative efforts, a strategy to modernize Arlington's regulations, practices, and processes to ensure quick responses to economic shifts.

Crystal Towers – Item 39 The Board will consider approving a site plan amendment to Site Plan #13, allowing the applicant to construct two new buildings within the Crystal Towers block. One of these new buildings will be an 11-story residential building, adding up to 209 residential units, with ground-floor retail space, and the other will be a single-story retail building. Approximately 28,076 sq ft of retail gross floor area will be between these new buildings. The applicant also proposes to expand an existing underground parking garage to provide additional parking for these proposed areas.

Arlington Career Center – Item 40 The Board will consider a use permit to redevelop the Arlington Career Center (ACC) with an expanded design capacity of 1,619 students. This use permit would allow the existing ACC program to relocate from 9th Street South to a new 5-story building along the campus's South Walter Reed Drive Frontage. Additional amenities include:  

  • A new 4-tier 345-space above-grade parking structure (which requires a partial demolition of the existing campus);   

  • A synthetic turf recreational field; and 

  • Streetscape improvements around the perimeter of the site.

Tuesday, June 13, 2023 – Recessed County Board Meeting  

The Recessed Meeting will begin at 3 p.m. with reports from the Board Members and the County Manager.

Public Hearings 

The Board will hold a public hearing no earlier than 6:30 p.m. and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.   

FOOD Study ACZO Amendments – Item 43 The Board will consider authorizing July public hearings to consider several outcomes from the Future of Outdoor Dining Study, including recommended Arlington County Zoning Amendments that would allow for:  

  • Administrative approval for outdoor cafés located on public rights-of-way; and  

  • Use permit approval for restaurants to have outdoor cafés located on ACZO-required private parking spaces.  

The FOOD Study began in 2022, with the primary goal of examining which aspects of the more flexible Temporary Outdoor Seating Area Program (TOSA) administered by the County during the COVID-19 emergency should be incorporated into Arlington's established regulations for "permanent" outdoor cafés.
