The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, February 18, 2023, at 8:30 AM, and its Recessed Meeting on Tuesday, February 21, 2022, at 3:00 PM.
The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on

County Board website, where you can also find more details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online Registration opens once the agenda for the meeting is posted, approximately one week before the meeting. In-person registration is also available on the day of the meetings.

Update to the Chesapeake Bay Preservation Plan (CBPP) – Item 9. The County Board will consider a resolution to update its Chesapeake Bay Preservation Plan (CBPP) to bring the County into compliance with state regulatory requirements and highlight overlapping policy objectives with the Forestry and Natural Resources Plan (FNRP). Arlington first adopted its CBPP, which is a component of the Arlington County Comprehensive Plan, in 2001 to implement water quality protection measures to address the Chesapeake Bay's declining health. The resolution will not introduce new policy and strictly updates the CBPP to ensure compliance with the State Code and to reflect Arlington’s robust suite of programs and efforts to manage impacts to streams and stream buffers and current environmental conditions and policies within the County. The Plan update also aligns with the current Chesapeake Bay Preservation Area Map adopted by the Board in 2017, with an effective date of January 2018. 3201 10th Street North, Joyce Motors Site Plan (#465) – Items 27A-C. The County Board will hold a public hearing to consider items associated with the redevelopment of the Joyce Motors site at 3201 10th Street North. The proposal includes a site plan to construct an 11-story mixed-use building with residential units and ground-floor retail, an associated vacation ordinance, and a deed of dedication and easement. The project is consistent with the General Land Use Plan, the requirements of the Arlington County Zoning Ordinance, and generally consistent with the Clarendon Sector Plan. It includes:

Affordable Housing: Nine on-site Committed Affordable Units, including five family-sized units;

Historic Preservation: The relocation and preservation of the historic Joyce Motors façade and the full building preservation of the Clarendon Barbershop;

Activation, Streetscapes and Streets: Construction of new sidewalk and retail space and construction of portions of 10th Road North and a new alley;

Sustainable Design: LEED Gold certification and additional sustainability commitments in accordance with the Green Building Incentive Policy; and
-
Transportation and Public Space: Nearly $1 million in monetary contributions toward transportation and public space planning and implementation.
For historic preservation purposes, the Board will also consider transferring developmental rights from the Clarendon Barbershop Building to the Joyce Motors site to allow unused density to be used toward the proposed 11-story mixed-used building. Columbia Pike Development – Item 28A-B. The County Board will hold a public hearing to consider items associated with a use permit that proposes redevelopment of the formerly occupied Bank of America at 3401 Columbia Pike into a six-story, mixed-use building with 250 multi-family dwelling units and approximately 5,000 square feet of ground-floor retail and commercial space. The Board will also consider a Zoning Ordinance amendment, as part of the Columbia Pike Form Based Code Districts, to change the Town Center Regulating Plan from a Local to Main Street typology to allow maximum building heights on a portion of the property, and related vacation ordinances to facilitate the project's construction. Presentation on the Fiscal Year 2024 Proposed Operating Budget – Item 29. County Manager Mark Schwartz will present his proposed operating budget for fiscal year 2024. At the Tuesday, February 21, 2023, recessed meeting, the County Board will hold a public hearing and consider authorizing advertisement of the proposed real estate, personal property, and Business Improvement District CY 2023 tax rates, as well as proposed fee changes for FY 2024.
Arlington’s annual operating budget outlines spending on County programs, services and administration for the coming fiscal year, which begins July 1. The County Manger and County Board are committed to engaging the Arlington community to approve a budget that reflects the Board’s guidance to the Manager approved in December 2022.
