November 2021 County Board Meeting Agenda Highlights

The Arlington County Board will consider and act on dozens of items at its Regular Board Meeting on Saturday, November 13, 2021, and its Recessed Meeting on Tuesday, November 16, 2021.

The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd., are open to the public. Visit the County website for information on speaking at a County Board Meeting.

Virtual participation options are available to the public through Microsoft Teams. All visitors to the Ellen Bozman Government Center at 2100 Clarendon Blvd. must wear a mask or maintain a 6 ft distance from others. Comment on Agenda Items and Speak at the Meeting

Send your written comments on agenda items to the County Board at CountyBoard@arlingtonva.us. All comments received by the Board are made part of the public record and are before the Board members as they consider items.

If you wish to comment during the Public Comment period at the start of the Regular Hearing, or on a Regular Public Hearing Item, register in advance on the County Board website, where you can also find details on public participation in virtual Board Meetings, or call the Board Office at 703-228-3130 from 8 a.m.-5 p.m., Monday-Friday. Online registration opens once the agenda for the meeting is posted, approximately one week before the meeting.

Saturday, November 13, 2021 – Regular County Board Meeting

View the agenda and staff reports (Note: some reports are posted closer to the meeting date). Consideration of agenda items will begin no earlier than 9:00 a.m.

Public Art Master Plan – The Board will hear public testimony and consider an update to the Public Art Master Plan (PAMP). These updates to the PAMP, which outlines a strategy for how public art will improve the quality of public spaces and placemaking in Arlington, outlines details on the vision and guiding principles for public art in Arlington and sets priorities and themes centered around goals to integrate, expand, connect and engage through public art throughout the County. Columbia Pike Zoning Flexibility – The Board will hear public testimony and consider amendments to the Zoning Ordinance that would allow for greater flexibility for ground floor commercial uses along Columbia Pike. The recommendation would permit a wider range of allowable commercial uses and respond to current and anticipated commercial market conditions within the redevelopment nodes along Columbia Pike and align with the 2019 Columbia Pike Commercial Market Study, the 2015 Arlington County Retail Plan, and the intent of the Form Based Code’s (FBC) ground story use table to achieve a high level of pedestrian activity adjacent to the public sidewalk, interesting design, and transparency into the building. Tuesday, November 16, 2021 – Recessed County Board Meeting

The Recessed Meeting will begin at 3 p.m. with reports from the Board Members and the County Manager. Agenda items will begin no earlier than 6:30 p.m.

Public Hearings

No earlier than 6:30 p.m. the Board will hold a public hearing and consider items pulled from the Saturday Consent Agenda. Regular public hearings will be held after carryover Consent Agenda items are considered.

2022 State Legislative Package Adoption The Board will consider the proposed General Assembly Session priorities for 2022. The topics range from human services, healthcare, housing and land use to finance, transportation, the environment, public safety and more. The public hearing for this item has concluded. ARPA Funds and Close-Out - The Board will hear public testimony and consider recommendations for the allocation of American Rescue Plan Act (ARPA) funds, as well as the financial results and close-out for the Fiscal Year that ended June 30, 2021.
