November 2017 County Board Meeting Agenda Highlights

The Arlington County Board will consider dozens of items at its November 2017 meeting, on Sat., Nov. 18 2017, Monday, Nov. 27 and Tues., Nov. 28. The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd, are open to the public. Visit the County website for information on speaking at a Regular County Board Meeting.

Saturday, Nov. 18 — County Board Regular Meeting

• Naming Arlington County Government Office Building for Ellen M. Bozman — The County Board will consider adopting a resolution naming the Arlington County Office Building at 2100 Clarendon Blvd. in honor of the late Ellen M. Bozman, who served on the Board for 24 years and was Chair of the Board six times. To read the staff report, scroll down to Item No. 43 on the Saturday agenda.


• Washington Blvd. and Kirkwood Rd. Special General Land Use Plan Study "Plus" -- The Board will consider adopting the land use study that will serve as a long-range planning guide for potential future redevelopment of three areas on the block northwest of the Washington Boulevard and Kirkwood Road intersections. The Board also will consider setting public hearings on changes to the General Land Use Plan, and related actions, that would allow increases in density and height for the areas, which lie just outside the Virginia Square Metro Station Area. • Residential off-street parking guidelines — The Board will consider guidelines for new, off-street multi-family residential projects approved by special exception in the Metro corridors. If approved, the guidelines would govern County review of the amount of parking that a builder proposes for these projects. The proposed guidelines would standardize the practice of recent years for new developments in the Rosslyn-Ballston and Jefferson Davis corridors to be approved with less parking than in the past, based on the increase in transportation options in those areas. • Historic Preservation Overlay District Studies — the Board will consider holding a public hearing in December on setting standards for how requests are made for historic preservation overlay districts, and who has standing to make those requests. Monday, Nov. 27 — County Board Recessed Meeting

• $6 million affordable housing loan — The Board will consider lending $6 million in Affordable Housing Investment Fund to Standard Property Company, Inc. and the National Foundation for Affordable Housing Solutions to help buy Park Shirlington Apartments, a 294-unit market affordable garden apartment complex in Fairlington. • Accessory Dwelling regulations — The Board will consider a Zoning Ordinance amendment to increase opportunities for residents to add accessory dwellings, while maintaining residential neighborhood character. The goal is to promote a wider diversity of housing and household types in single-family neighborhoods. This is the first update to accessory dwelling regulations since the Board voted to allow them in 2008. To read the staff report, scroll down to Item No. 49 on the Monday agenda.


• Housing Conservation District — The Board will consider advertising public hearings in December on creating a Housing Conservation District consistent with adopted affordable housing goals. The goal is to encourage retention of housing affordability in those areas of Arlington that provide market-rate affordable rental housing. The district is proposed to be implemented in three phases, with Phase I establishing the district on the General Land Use Plan. The proposal also would respond to the impacts that may result from by-right townhouse development in market-rate affordable rental housing areas by reclassifying townhouse development as a special exception use within certain zoning districts in HCD boundaries. Tuesday, Nov. 28 — County Board Recessed Meeting

• Joint Working County, APS Career Center Working Group — The Board will consider creating a Joint Working Group with Arlington Public Schools that will recommend how the Career Center site may be developed in phases to accommodate more high school capacity. • Design-build contract for Long Bridge Park Aquatics Center— The Board will consider awarding a $60 million contract, including contingency, to provide design-build services for Long Bridge Park and Aquatics and Fitness Center. • Fiscal Year 2019 Budget Guidance, FY 2017 close-out -- The Board will give the County Manager guidance for building his Proposed Fiscal Year 2019 Budget. The Board also will approve the close-out of the Fiscal Year 2017 Budget, by allocating remaining funds. • Public Hearing on 2018 General Assembly Legislative Package — The County Board will hold a public hearing on its annual Legislative Package, which will be adopted in December. Members of the public will be able to express their views on the proposed Legislative Package for the 2018 General Assembly session. The Board also will hold a work session with Arlington's General Assembly delegation in the County Board Room at 1 p.m. on November 30.
