County Board Approves Tools to Implement Rosslyn Sector Plan

• Implementation tools will help achieve goals of 2015 Rosslyn Sector Plan


• Amendments to the General Land Use Plan, Master Transportation Plan and Zoning Ordinance

The Arlington County Board today approved Comprehensive Plan and Zoning Ordinance amendments that will help achieve the transformative vision outlined in the Rosslyn Sector Plan. The Board adopted the Sector Plan last year to guide public and private development over the next 20 years or more.

"Our vision for Rosslyn is exciting and innovative. Taking the next steps to bring this transformation to reality was our goal today," said County Board Chair Libby Garvey. "We look forward to realizing this plan for one of our oldest and most visible urban neighborhoods."

The Board voted 5 to 0 to approve the General Land Use Plan, Master Transportation Plan and Zoning Ordinance amendments. Read the staff report for Item No. 33 on the Agenda for the Saturday, Oct. 15 County Board Meeting.

Realizing a new vision for Rosslyn

On July 23, 2015, the County Board adopted the Rosslyn Sector Plan to transform the economic hub into a more walkable, dynamic urban center. The plan included several short-term action items, including amendments to the General Land Use Plan (GLUP), Master Transportation Plan (MTP) and Zoning Ordinance to support the plan's implementation. The County Board approved changes today that include:

• Amendments to the GLUP Map to add open space symbols and revise the description of the Rosslyn Metro Station Area, and to the GLUP Booklet to revise the language pertaining to the "Rosslyn Coordinated Redevelopment District" for consistency


• Amendments to the MTP Map to update street and bicycle facility designations and to add planned streets and pedestrian/bike facilities as recommended in the Sector Plan


• Amendments to the C-O Rosslyn zoning district to revise the provisions for additional building height and density, update the purpose section, remove the landscaped open space requirement and make other changes for clarity and consistency with the vision of the Rosslyn Sector Plan

Community process

The GLUP, MTP and Zoning Ordinance amendments were reviewed by the Planning Commission's Long Range Planning Committee and Zoning Committee. Members of the Rosslyn Process Panel, including representatives from North Rosslyn Civic Association, Radnor-Fort Myer Heights Civic Association, Rosslyn Business Improvement District, and Park and Recreation Commission participated. The Planning Commission, Transportation Commission, Economic Development Commission, Park and Recreation Commission, Arlington Chamber of Commerce and members of the development community also reviewed these amendments.

In adopting the Rosslyn Sector Plan, the County Board noted that the document is guiding and not regulatory. With that in mind, the Board emphasized that alternative and creative solutions that meet the goals of the Plan should be considered through the review of future site plan proposals. That resolution helped create the amendments approved today.
