February County Board Meeting Agenda Highlights

The Arlington County Board will consider dozens of items at its February 2019 Board Meeting. The Regular Meeting will begin at 8:30 a.m. on Saturday, Feb. 23, followed by the Recessed Meeting that will begin at 3 p.m. on Tuesday, Feb. 26.

The County Board meets in Room 307 on the third floor at the Ellen M. Bozman Government Center, 2100 Clarendon Blvd. All County Board Meetings are open to the public. Visit the County website for information on speaking at a Regular County Board Meeting.

Saturday, Feb. 23 — County Board Regular Meeting

Proposed FY 2020 Budget: The County Manager will present his proposed Fiscal Year 2020 budget to the County Board. The Board will consider authorizing  advertisements for  the proposed real estate, personal property and Business Improvement District tax rates for Calendar Year 2019, as well as proposed fee changes for Fiscal Year 2020. Over the coming weeks, the Board will review the proposed budget through a series of work sessions with County departments and commissions. The Board will hold a public hearing April 2 at 7 p.m. on the proposed FY 2020 Budget, and a public hearing on April 4 at 7 p.m. on the proposed CY 2019 tax rate, before adopting the FY 2020 Budget at its April 23 Meeting. Child Care Initiative: The Board will hear public testimony and consider setting March public hearings on proposed Zoning Ordinance and County Code changes related to the County's Child Care Initiative. The initiative, developed through an intense community process, aims to improve the availability, accessibility, affordability and quality of child care in Arlington. The proposed changes address several topics related to center-based and family-based child care programs including: child care definitions; maximum number of children and development review process for family day care homes; family day care home use standards; child care center parking requirements and other technical changes. American Legion site redevelopment: The Board will consider a proposal by the non-profit Arlington Partnership for Affordable Housing (APAH) to redevelop the American Legion site at 3445 Washington Boulevard. APAH  proposes replacing the aging American Legion Post 39 with a seven-story building that would house a new American Legion Post on the ground floor, with six floors of affordable housing above it. The building, within walking distance of the Virginia Square Metro Station, would taper from seven-stories down to three stories to the adjacent single-family neighborhood. If  the proposal is approved, all 160 apartments would remain affordable for 75 years. 

About 70 percent of the units would be family-sized, and 30 percent would be one-bedroom. All the units would be e affordable to families earning up to 80 percent of the Area Median Income, and some would be affordable to families earning as little as 30 percent of the AMI. All the units would be contractually obligated to remain affordable for 75 years.  To read the staff report, scroll to Agenda Item  24 (A,B,C, D). 

AHIF loan: In a related item, the Board will consider allocating up to $5.79 million in Affordable Housing Investment Funds to APAH to help finance construction of 160 units of affordable housing at the American Legion site at 3445 Washington Boulevard. AHIF, a revolving loan fund, is the County's primary instrument for funding the preservation and creation of affordable housing. To read the staff report, scroll to Agenda Item 25.County seal

Mosaic Park improvements: The Board will consider approving a contract for up to $6 million to build the first phase of a new Mosaic Park, 538 N. Pollard St, in Ballston. The Master Plan for the park was designed through a robust community process and approved by the Board in 2009. Most of the funding for the project comes from a Transfer of Development Rights with the adjacent Founders Square project. The design includes a large, flexible-use urban plaza; centrally located casual plaza; an interactive water feature; children's play area; multi-purpose court; causal use lawn area; rain garden; walkways and sidewalks; furnishings; landscaping; lighting; fencing, and storm water management/drainage improvements. The final phase of development is anticipated in the next decade, timed to occur with future redevelopment of the adjacent commercial property.
