December County Board Meeting Agenda Highlights

The Arlington County Board will hold its last Regular Meeting of 2019 on Saturday, Dec. 14, beginning at 8:30 a.m. with public comment on items that are not on the agenda.

The December Recessed Meeting will begin at 3 p.m. on Tuesday, Dec. Dec. 17 with reports from the Board and the County Manager. Any item pulled from the Saturday Regular Meeting's Consent Agenda will be considered no earlier than 6:30 p.m. Regular Hearing items will be heard no earlier than 6:45 p.m.

Saturday, Dec. 14 — Regular County Board Meeting

Metropolitan Park: The County Board will hold a public hearing and consider the first site plan associated with Amazon's planned headquarters (HQ2), a proposed redevelopment of 6.2 acres at Pentagon City's Metropolitan Park, 1232-1450 S. Eads Street and 501 and 525 15th Street S.

Developer JBG is proposing two energy efficient 22-story towers totaling 2.1-million square feet of office and ground floor retail space that would front on S. Eads Street. The proposed project would break up an existing "super block" with two new public streets, complemented by additional sidewalk and streetscape improvements. One segment would extend 14th Street S. to South Eads Street and the other would introduce a new segment of South Elm Street between 13th Street S. and 14th Street South.

The developer would contribute $20 million to affordable housing in Arlington. The buildings would achieve LEED Platinum and Energy Star certification, including powering the buildings with an electric utility plant, and using combustible fuels only for the emergency generator back-up power and for commercial kitchen cooking. The site will include a public park and two other public open spaces, totaling about 18,000 square feet, that would face the park. The proposed park would provide the last segment of a two-acre central public open space called for in the 2004 Metropolitan Park Design Guidelines. The developer would provide $14 million to fund the public process to master plan the entire central park (including the new public open space areas), and would construct and maintain the resulting public park and open spaces.

Other community benefits would include a ground floor childcare center that would be open to the public,  a 700-seat event space that would be available free-of-charge for County-sponsored events at least four times a year, and a  $225,000 contribution to the County's Public Art Fund. Crystal Houses mixed-use redevelopment: The Board will hold a public hearing and consider several actions that, if approved, would allow developer Roseland Residential to redevelop a two-block, nearly 17-acre site at 1900 S. Eads Street. The developer proposes retaining two existing residential towers on the site and adding new apartment buildings; townhouses; a small amount of ground floor retail; two public parks; a public, tree-lined pathway through the block; and a new protected bike lane along the site's S. Eads Street frontage. The proposed redevelopment would add 819 new residential units to the existing 828 units on the site. The new buildings would achieve Leadership in Energy and Environmental Design (LEED) Gold Certification. As part of the package justifying the additional density the developer is seeking under the Crystal City Sector Plan, the developer would convey a portion of the site to the County that could accommodate at least 81 units of affordable housing and public parking. The developer also would contribute $1.65 million to the County's Affordable Housing Investment Fund. To read the staff report, scroll to agenda Item No. 42.

Improving the Lee Highway-North Glebe Road intersection: The Board will consider approving a $3.88 million contract with Rustler Construction, Inc., to improve pedestrian and driver safety and reduce travel times at the busy Lee Highway-North Glebe Road intersection. The project would widen North Glebe Road to add northbound and southbound full-width left turn lanes at the Lee Highway intersection. It would improve bus stops, add curb and gutter; sidewalks; driveways; storm sewers; streetlights; water mains, pavement and pavement markings.  The existing traffic signal would be fully upgraded. The proposed improvements, if approved by the Board, are expected to reduce cut-through traffic along adjacent residential neighborhood streets. Allowing elder care facilities in more areas: The Board will hold a public hearing and consider adopting a Zoning Ordinance amendment that, if approved, would permit assisted living facilities and similar facilities for seniors and persons with disabilities by site plan approval in 14 additional zoning districts. The zoning districts under consideration already permit multifamily, commercial and mixed-use development. The recommended Zoning Ordinance changes were developed as part of a broad study within the context of the County's Housing Arlington initiative to foster policies and land use tools to help the County achieve its affordable housing goals and diversify and expand the housing supply.
