The Arlington County Board will consider dozens of items at its February 2018 County Board Meeting, on Saturday, Feb. 24 and Tuesday, Feb. 27. The meetings, held in the County Board Room on the third floor of 2100 Clarendon Blvd, are open to the public. Visit the County website for information on speaking at a Regular County Board Meeting.

Saturday, Feb 24 — County Board Regular Meeting

Advertising the Calendar Year 2018 tax rate — The Board will vote on an advertised property tax rate for 2018, along with other fees and taxes, after the County Manager submits his Proposed Fiscal Year 2019 Budget.

The submission of the Proposed FY 2019 Budget and decision to advertise tax and fee rates mark the start of a lengthy public review process before the Board adopts the budget in April. By law, the Board can adopt a tax rate equal to or less than the advertised tax rate when it adopts the FY 2019 Budget in April, but cannot raise the rate higher than the advertised rate. Proposed residential development in North Ballston --— The Board will consider a General Land Use Plan amendment, rezoning and site plan requested by NVR, Inc. for a proposed project that would take up a portion of two blocks in North Ballston, separated by 11th Street North.

If approved, the project would include a seven-story, 58-unit multi-family residential building with 14 adjoining townhouse-style units on the south block, connected by an underground parking garage, and 12 four-story townhouses on the north block. A church, rectory, parking lot and tot lot currently occupy the site, located at 1031 N. Vermont Street and 4400 11th Street N. To read the staff report, scroll to Item No. 22 on the agenda.

Contract to replace Long Bridge Park field turf  — The Board will consider approving a $468,000 contract to replace the synthetic turf of Field #3 at Long Bridge Park. The rectangular field is used by sports leagues, as well as other scheduled use and drop-in play. It has been heavily used since the park opened seven years ago. The infill material will be Ethylene Propylene Diene Monomer, which is not made from recycled materials. To read the staff report, scroll to Item No. 16 on the agenda.

Contract for traffic calming, pedestrian improvements at key Columbia Pike intersection -- The Board will consider approving a $533,490 contract to Fort Myer Construction Corporation to make traffic calming and pedestrian improvements at the intersection of South Walter Reed Drive and 12th Street South. The project is part of the Columbia Pike Bike Boulevards group of projects that includes building curb extensions, ADA-compliant curb ramps, raised medians, storm sewer upgrades, landscaping and enhanced crosswalks at the busy intersection.

The project also will upgrade the traffic signal at the South Walter Reed Drive and 11th Street South intersection with a first-of-its-kind push button for bicyclists to activate the signal. The existing bike boulevard will be relocated from 12th Street South to 11th Street South, between South Highland Street and South Cleveland Street. $7.9 million Affordable Housing Investment Fund loan for Queen's Court South -- The Board will consider a request from the Arlington Partnership for Affordable Housing, a non-profit affordable housing developer, for $7.9 million in AHIF funds to help build Queen's Court South, part of a new 249-unit affordable housing apartment development planned at 1801 N. Quinn Street. The units will be committed affordable, which means they will be contractually obligated to remain affordable for decades.

There currently are 39 affordable, garden-style, studio and one bedroom apartments at the site. APAH's plan calls for more than half of the new development's units to be family-sized units. All households would be relocated before the site is redeveloped, and renters who meet the income restrictions would be able to move back into the new building. A majority of the units would be affordable to households earning up to or below 60 percent of the Area Median Income. To read the staff report, scroll to Item No. 25 on the agenda.

Increased VDOT construction-phase costs for Lynn Street Esplanade, Rosslyn Circle and Custis Trail project -- The Board will consider approving $1.363 million more funding than originally approved in December 2016 for this project to upgrade key transportation links. VDOT received six bids on the project, with the lowest bid coming in much higher than expected, increasing the $7.950 million estimated construction phase cost approved by the County Board in December 2016. The estimated construction costs now are $9.313 million.

The project includes improvements to pedestrian and bicycle safety, traffic management and street beautification. The Custis Trail's bicycle and pedestrian facilities will be upgraded and the trail widened, along with other upgrades. Funds for the project will be reprogrammed from the Transportation Capital Fund.
