Arlington Launches Online Payment for Building Permits

Starting March 5, 2018, customers can complete the building permit application process online if they submit their application using the ePlan Review portal. Customers can learn more by attending the ePlan Review 101 Open House on March 14, 2018, noon — 3 p.m. at the Arlington County Permitting Offices, 2100 Clarendon Blvd., Cherry/Dogwood conference rooms on the lobby level.

"This is an important step toward making it easy and convenient for our customers since they will not need to visit County offices just to pay for their permit fees or pick up approved permits," said Arlington County Manager Mark Schwartz. "Streamlining our permitting processes is part of my vision of improving our service delivery."
Making an online payment

Visit the Building Arlington website to learn which permits customers can apply for, submit and pay online, and to find staff contacts if customers have questions, feedback or need help. If the permit application has already been submitted electronically using ePlan Review, customers can login to the ePlan Review portal to make a payment. The ePlan Review system accepts Visa, MasterCard and Discover credit cards. Customers can also pay with a check by inputting the checking account and routing numbers. Online payment is only available if the application was submitted online using ePlan Review. If the application was submitted in paper, customers can pay for permit fees in person. If the application was submitted online, customers can choose to pay online or in-person at Arlington County Permitting Offices, 2100 Clarendon Blvd., 10th Floor.
Engaging customers to test online payment system

For several months, County staff worked with more than 100 user experience testing participants, including residents, property owners, business owners, developers, contractors, design professionals and others, to test the online payment system before the public launch. Staff used the feedback from testing sessions to make improvements to the system and the overall online customer experience.
Offering more online services

ePlan Review is an online system for reviewing and approving plans for Building permits, Land Disturbing Activity (LDA) permits and Civil Engineering Plans (CEP). The system is part of One-Stop Arlington, an ambitious Countywide initiative to improve customer service, and also the County Manager's Open Government customer service priorities to make it easier to do business with Arlington County Government. The goal of ePlan Review is to provide immediate customer service improvements and cost savings for customers while the County implements a new building and land management permitting system in the coming years.
