Therapeutic Recreation Access & Inclusion

Icon: WheelchairThe Department of Parks, Recreation and Cultural Resources is committed to promoting positive participation by providing reasonable accommodations for individuals with disabilities upon request. We believe in providing opportunities in settings where people of all levels of ability can recreate and interact together.

We utilize a variety of approaches to promote and provide access and accommodations to facilities, programs, and services. Accommodations are based on individual needs and may include the following:

  • Adapted equipment and techniquesFriends
  • Technical support to staff
  • Sign language interpreters
  • Assistive listening devices
  • Accessible facilities, parks and playgrounds
  • Large print and Braille brochures
  • Additional staff to provide program support

We proudly endorse the National Recreation and Park Association’s Position Statement on Inclusion of 1999. We are dedicated to the four inclusion concepts of:

  • Right to leisure (for all individuals)
  • Quality of life (enhancements through leisure experiences)
  • Support, assistance and accommodations
  • Barrier removal

Access and Inclusion (A-I) services are designed to promote the idea that all community members; regardless of physical, mental and/or emotional limitation, can have an enjoyable, safe and successful recreational experience.

For assistance in coordinating access to facilities or inclusion in departmental programs and services, please contact our staff at 703-228-4740 or TTY 703-228-4743 two weeks prior to an event, activity or registration deadline.

What do I do if I want to sign up (or sign my child up) for general recreation classes?

Since the demand of some Recreation and Leisure classes is high, contact the Registration office to sign you/your child up for the class. If you need guidance and suggestions on appropriate classes, call the TR/PI Office for support—we might be able to identify programs that would best meet your needs.

  • You must contact the TR/PI office at least 10 days prior to a program or class if you feel you might need a reasonable accommodation.
  • TR/PI staff talk with participant or parent/guardian/staff regarding needed accommodation(s) for successful participation.
  • Once the accommodation is identified and put in place, TR/PI staff will contact the appropriate PRCR staff or instructor to discuss accommodation.
  • Once program has started TR/PI staff will monitor progress through phone calls and/or observations of participant.

Minimum Requirements for Successful Inclusion

The same minimum requirements which apply to a person without a disability also apply to a person with a disability and include:

  • Meeting the age and registration requirements of the program.
  • Following the Code of Conduct.
  • Voluntary participation: recreation programs and activities are voluntary in nature. Participation will be encouraged and aided, but not forced.
  • Level of participation: with or without reasonable accommodations, the participant will engage in scheduled activities for the majority of the program time.
  • Ability to use a consistent form of communication to indicate basic needs and follow simple directions.
  • Ability to tolerate and function, with assistance as a member of a larger social group (10 or more people).
