The Arlington County Code requires all structures to be constructed within the public right-of-way comply with the standards, specifications, regulations, and special conditions of the Department of Environmental Services. Before construction can begin, the contractor/owner must receive approval of the engineering plans covering in detail of the proposed work from Permitting & Inspections Office and Water & Sewer Engineering Section, Division of Transportation , and the Department of Parks, Recreation and Culture Resources . Approval of the work is given in a form of a Public Right-of-Way Permit obtained from the Permitting & Inspections Office.
To apply, please fill out the DES Public Right-of-Way Permit Application and submit five sets of engineering plans to Permitting & Inspections Office.
A DES Transportation Public Right-of-Way Permit (TPROW) is required for proposed work that will block or substantially limit the use of roadway, sidewalks and/or parking meters. The TPROW must be applied for after approval of the PROW and 3-5 days prior to work commencing in the public right-of-way. Both right-of-way permits shall be issued simultaneously.
